If you downloaded it from the app store on your computer's iTunes then connect your iPhone to your computer and select it on the left-hand side of your computer's iTunes, and then use the Apps tab on the right-hand side of iTunes to select and sync that app to the phone.
If you downloaded it somewhere else then you won't be able to copy it to your phone - only iTunes apps work on iOS devices, PC and Mac software aren't compatible with them.

Nothing has been deleted.
The Library folder is just hidden now. Hold down the Option key while clicking on Go in the Finder's menu and you'll see that you can open the Library folder.
Once opened, drag the folder to the Finder's sidebar, so that you open it more easily next time.

I was able to fix mine. I went to software update and updated a few things. I did not update everything, but only what I thought were the essentials, which I believe was Safari, a security update, and a firmware update.
Then I deleted and reinstalled Itunes yet another time. Now the itunes store is back up again.

you are using I tunes as the middle man for this back up, right?
When you plug in the pad to i tunes, give it a unique name, like my pad. I tune may be thinking it is talking to your phone. It will keep track of what you what on each device. Then plug your phone back in, and make sure your photos are uploaded to the computer - in i photo if you are using a mac, or in whatever photo program you are using on a windows device. You also want to make sure you have uploaded to the computer all of your music.
Once you get all that stuff there, plug the pad back in, and go through each of the tabs - selecting the music, photos etal that you want on the pad, then resync.

They will be gone from the iphone, but you should be syning all contacts to your computer regularly and should be importing all pics to your computer regularly, particularly before any update.
Have you failed to do this?

Documents to Go says that it, "Opens password protected Excel 97-2008 files", but does not say whether it can save them as "password protected".

You should still be able to manually manage the music on your iPhone within iTunes. Make sure that when your iPhone is plugged in, look in the Summary tab to see if “Manually manage music and videos” is enabled and you can even you turn off Automatically Sync when this iPhone is connected. You can't get around it. It must be restore using iTunes on a computer. If you don't have access to one, make an appointment at the genius bar of your local Apple Store.

There is no other way to bypass the combintation lock other than to connect the nano to iTunes and restore it to factory settings, erasing all content and settings from the iPod.
