They are linked to your account, but they are also tied to the country that they were bought in - you won't be able to potentially redownload them unless you move back to the US and have a US billing address on your account (you have to be in a country to use its store, including redownloading past purchases).
Have you not got a backup copy of all of your downloads/library that you can copy them back from ? Even if you hadn't moved countries any item could be removed from the store at any time by the rights-holders (you are only guaranteed one download of any item), you should be keeping and maintaining a backup copy.

If you had the information backed up, as is recommended, it's fairly easy to get them back on your phone. If you back up to icloud just go to Settings>General>Reset and Reset all settings. Restore from a previous iCloud backup.
If you used iTunes, connect the phone to the computer and restore. When it prompts you to set up as new or restore from backup, choose to restore from backup, choose your backup, and you should be good to go.
If it was backed up in neither of those places, it's probably gone. But you can try iTunes sync, and possibly contact your carrier. I know my carrier was able to get most of my contacts back from a database that they use. But I don't if all carriers use those or not.

If the photos were not backed up with a recent backup, there is NO way to retrieve them.

I just got a 5s and had taken some pictures. Then I plugged it into my PC and set it up using my previous backup from my iPhone 4. Now the pictures I had taken are gone, is there any way to get them back?!
Sorry no as you wipe the current data when you restore from your backup.

If the backup is corrupt, there is nothing that can be done.
For what reason did you choose to not copy the pictures off the device to a computer prior to attemping an update or whatever caused the need to restore? iPhones are not intended as sole storage of any media. -

You restored your iPhone with iTunes from the backup for your iPod Touch?
If so, photos/videos that were in your iPhone's Camera Roll should have been imported by your computer before doing this. You could then transfer these photos/videos back to your iPhone via the iTunes sync process. -
iCloud got deleted off my MacBook Pro. Is there any way to get it back? I have an iphone now and actually have a use for it.
Your signature says you have 10.6.8 - is this correct? (It it isn't please amend it to prevent confusion).
Assuming Snow Leopard, iCloud has not been deleted - it was never there. The minimum requirement for iCloud is Lion 10.7.2 (Mountain Lion preferred): the iCloud Preference Pane does not appear on earlier systems - the MobileMe pane appears on Lion and earlier but is non non-functional - you cannot now open or access a MobileMe account.
You can set Snow Leopard up to access the email on an existing iCloud account which has been set up on a compliant device, and you may be able to sync iCal using an unsupported (and possibly unreliable) hack, but no other facilities will work. You cannot open an iCloud account on Snow Leopard.

To make full use of iCloud you will have to upgrade your Mac to Lion or Mountain Lion, provided it meets the requirements.

restore from a backup dated prior to when you synced to the new computer.
ideally... were you backing up to icloud? if so, erase all content and settings and restore from a backup in icloud dated prior to when you synced. Camera roll backs up I believe and those photos will show back up -

Not to doubt you, but something sounds fishy. I can see accidentally clicking Restore, but to load your Touch's information you would have had to select your Touch's backup file after restoring, which would be hard to do by accident -- unless your iPhone and Touch have the same name?
In any case, your iPhone should have its own backup file on your computer. You can click Restore again and this time select the iPhone's backup file (there should be a device name and date associated with the pop-up window at the end of the restore process). This process will erase your iPhone, reload the OS, and then when you select your backup file then all your iPhone settings, data, sync options, etc. will be re-loaded, including your media (if you auto-sync ... if you manually manage music and video on the iPhone then you'll need to re-select the items you want loaded onto it). -

Was the content not synced with a computer previously? If it was, simply re-sync with that computer.
Syncing an iDevice to a new computer will do exactly what you describe above as this is not the way to move content to a new computer. -

When you say you were "trying to run your computer in admin mode," what exactly does that mean? What did you do? Details here are critical. It's possible you are just logged into the wrong account, or something simple like that, and your files are all still there. On the other hand, it's possible they're all gone... in which case, what kind of backups do you have?
