I have tryed a bilion times to send verification security question on my mail but there is nothing after it says ur answer has been sent in ur e-mail adress,i have 40dollars on my accaunt and i can't use them because of this issue,please help

You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I have forgotten my security questions for my apple ID. So I sent myself an email, which shoul tell me how to make new questions, but i did not get it. Everybody tells me, that I must send it to my recover email, but i doont have a recover email. So now I just don't know what to do. Could anybody help me please?

You can only set up and/or change a Rescue Email Before you forget the questions/answers.

If you decide not to provide a rescue email address, you can't reset your security questions and answers yourself later in the event you can't remember the answers to your questions. You'll need to contact iTunes Store supportto have your questions and answers reset.

We are fellow users here on these forums, you're not talking to iTunes Support or Apple.
If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use

You can't send the reset email to your primary email address, it can only be sent to your rescue email account. If you can't get access to that email account then you will have to contact Support in your country to get the questions reset.
