Return it to the pawn shop and get your money back. The device is permanently locked and with the previous owner to unlock it you can never use it except as a paperweight.

The previous owner has not given you the correct ID and password for you to use.

Careless? Possible, but unlikely. Most likely the phone was stolen from the first owner. It would be a VERY careless iPhone owner who did not erase their personal information from a phone before selling it, and to do that it is necessary to disable Activation Lock. I am having same problem . i can not use the phone. my Carrier ROGERS checked the phone its not stolen or lost phone but after restoring always ask for apple ID of previous owner and seller is not responding to any mails or phone if some one can help me out than it will be great.

Again, you wasted your money. You can ignore raymond73's post, as you won't be able to turn off Find My Phone or delete the iCloud account associated with this phone, without knowing that info.

The iPhone has Activation Lock and will require you to have the previous owner's Apple ID and password or you'll need to get the previous owner to remove the device from his/her iCloud account:

If you can't reach the previous owner or he/she is unwilling to cooperate, then the device is unusable by you. Return the iPhone for a refund if you can.

I'd like to buy an iphone second hand and although I trust the source I'd like to be able to check with certainty that the phone was bought instore.
I was thinking to ask for the receipt and check the serial number. is the serial number written on the back of the phone and the recipt(if the phone is sealed)?
Similarly, if I buy an ipad 3 or 4 second hand, how do you check this again?
Please let me know with some details about this.

Ask the person you are buying the phone from to provide the original proof of purchase for the phone. If you do not know the seller personally I would be very cautious about purchasing the phone. There are many many stolen, hacked and jailbroken phones out there and these will only cause you grief down the road.
