If you have already created an iCloud account on a Mac or and iOS device you can sign into it in the Windows iCloud Control Panel. However, if you have not previously set up an iCloud account you cannot do so on a Windows PC, only on a Mac or iOS device.

Sharing our calendars has become essential. We developed a joint calendar on iCloud. Each one of us has our own Apple ID on our iPhone 4S. How can we both have access to the same iCloud calendar so that we can keep current for both of us? Similarly, on partitions to our MacBook Pro?

Select an iCloud calendar, right/command click on it and choose "Shared Settings". Follow the prompts.

I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one. You can not setup a new iCloud account using a PC. You must use an Apple device (Mac or iPhone/iPad) to create the account, then sign into it using your PC.

You would need to go to Settings>iTunes & App Store, tap her ID, sign out, then sign back in with your ID. However, if she has turned on automatic downloads, download previous purchases or signed into an iTunes Match account using her current ID, she would have to wait 90 days from when she first did this to change to another ID. She can, of course, sync your music to her device using iTunes without changing her ID association.
