Welcome to the Apple Community.
Unfortunately once all the 3 iCloud accounts have been created on your device, you cannot create any more regardless of what you do. You will need to re-use one of the accounts that you have already created or create your new account on another iOS device or Mac computer.

When you have kernel panics, the pertinent information is in the panic report.
These instructions must be carried out as an administrator. If you have only one user account, you are the administrator.
Launch the Console application in any of the following ways:
☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
☞ Open LaunchPad and start typing the name.
In the Console window, select
DIAGNOSTIC AND USAGE INFORMATION ▹ System Diagnostic Reports
(not Diagnostic and Usage Messages) from the log list on the left. If you don't see that list, select
View ▹ Show Log List
from the menu bar.
There is a disclosure triangle to the left of the list item. If the triangle is pointing to the right, click it so that it points down. You'll see a list of reports. A panic report has a name that begins with "Kernel" and ends in ".panic". Select the most recent one. The contents of the report will appear on the right. Use copy and paste to post the entire contents—the text, not a screenshot.
If you don't see any reports listed, but you know there was a panic, you may have chosen Diagnostic and Usage Messages from the log list. Choose DIAGNOSTIC AND USAGE INFORMATION instead.
In the interest of privacy, I suggest that, before posting, you edit out the “Anonymous UUID,” a long string of letters, numbers, and dashes in the header of the report, if it’s present (it may not be.)
Please don’t post other kinds of diagnostic report.
I know the report is long, maybe several hundred lines. Please post all of it anyway. -

You have to use another device or use the computer to create a new Apple ID then use it on iPhone.

You would have to contact Apple and see if they would grant an exception and allow you to create another one. There's nothing you can do on your phone (that I know of) to correct this.

I have an apple id but when i want regester with icloud on my iphone I get the message "THE MAXIMUM NUMBER OF FREE ACCOUNTS HAVE BEEN ACTIVATED ON THIS IPHONE."
On the web of icloud when i try to sign in with apple ID i get the Message "THIS APPLE ID IS VALID BUT IS NOT AN ICLOUD ACCOUNT"
Hence i cant create Icloud account.
please let me know how i can resolve the above mentioned issue
Thanks.Apple limits iOS devices to three free iCloud accounts, & once that limit is reached on an iOS device you can no longer create a new account on that device. The solution is to create the account on a computer or another iOS device, then set that account up on your present iOS device.

Is there any way to deactivate an account? I have one for myself, one for my family and one for my work. I had all three on my iphone and then I deleted my work. I wanted to get my own person @me.com account. It wouldn't let me create it from my iphone, so I created it from my Macbook Pro. I am trying to add it to my iphone, but it keeps giving me that error. If there is a way I can deactivate my work one so I can use my @me.com personal account?

You should however be able to add existing accounts to your device, are you sure you aren't trying to create on rather than simply use an existing one. -

If you don't have one, perhaps a friend would allow you to create and account on their device (note: this will use one of their three maximum accounts). To do this, they would need to go to Settings>iCloud, tap Delete Account (which will delete the account from their device but not from iCloud), then allow you to sign back in with your ID to create the new account. Then tap Delete Account to delete the new account from their device, and finally, sign back in with their iCloud ID to restore their iCloud account to their device. Then you can sign in with your ID on your phone in Settings>iCloud and use the new account.

You were trying to create a new Apple ID for icloud. But once the device reaches is max allowed to create IDs then you can't create more. That's your situation now. To create a new account you must use another device or computer.
You can't deactivate or turn back the clock. -

I suppose the previous owner has already activate an icloud account from this iphone and the IMEI number of the phone is registered to icloud. Is there a way to erase it, or just make a second account from this iphone?You need to sign in to your iCloud on another device before you can use iCloud on your iPhone 3GS.

If I try to activate iCloud, my iPhone tells me: The maximum number of free accounts have been activated on this iPhone.
I have this problem too on two iPhones, neither of which have been jailbroken and both of which have been restored as new via iTunes on a PC and upgraded to iOS 5.1. It's the same whether signing into iCloud or Find My Friends. What is causing this error? If an iPhone is completely wiped and restored as new, it should not retain the previous user's iCloud credentials.

I have downloaded the Where is my iPhone App to help us locate it in the event I lose it.
My Wife has an iPad3 and has the where is my iPad app.
We have a friend that someone stole her iPad 2 and this is why are chose to use iCloud.
Please let me know the fix.Each device can only set up a limited number of iCloud accounts. Once this maximum number is reached all you can do is re-use one of the accounts previously set up or create a new account to use on another iOS device or Mac. If you wife has an iPad 3, it may be possible to create another iCloud account on her iPad to use on your phone.
To do this, on her iPad go to Settings>Mail,Contacts,Calendars>Add Account, choose iCloud from the list, then enter the Apple ID and password you want to use for your iCloud account and sign in. Do not turn on any data syncing or her data will be uploade to the new account. After setting up the new account, you go to Settings>Mail,Contacts,Calendars...tap the name of the new account then tap Delete Account to delete it from her iPad (it will remain in iCloud). You can then go to Settings>iCloud on your phone and enter the ID and password to sign into the new account on your phone. Then turn iCloud data syncing for Contacts, Calendars, etc., to On, and when prompted choose Merge to upload your data to the new account. -

Open his "my photo stream" album on his phone and save any photos he wants to keep to his camera roll by tapping Edit, taping all the photos, taping Share, then tapping Save to Camera Roll.
When finished, go to Settings>iCloud, tap Delete Account, and choose Delete from My iPhone when prompted. This will only delete his account and the data he is syncing with iCloud from his phone, but not from iCloud. His data will be synced back to his phone when he signs back in at step 5.
In Settings>iCloud, sign back in with your Apple ID and password to create your new account. Do not turn on any iCloud data syncing (i.e., keep everything turned to Off in Settings>iCloud).
In Settings>iCloud, tap Delete Account. If prompted, choose Delete from My iPhone.
In Settings>iCloud, sign back in with his original iCloud ID and password and turn his iCloud data syncing back to On. This will sync his iCloud data back to his phone.
His phone should now be back to where he started, except that it's likely that not all his photo stream photos will be in his my photo stream album (which is why he saved them to his camera roll at the beginning).
You can now go to Settings>iCloud on your phone and sign in with your Apple ID to use the new account he created for you on his phone.
