What are you trying to use as your billing method, debit card, credit card ... ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.

For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. Ok so basically I can't update or purchase anything because it says my "billing method" is declined.
There is nothing wrong with my details I have all the right ID required to use my card but it still says decline.
My games and apps are suffering or I can't use them because of this no I don't wifi I have a prepaid/wifi IPad2What sort of card is it ? i have an iphone 4s and i over purchased by $15 from the appstore. in other words, i owe the appstore $15 . however, when i made a deposit of $20 into my card and tried to pay the appstore it says my payment method was declined. how can i fix this?

When I try opening iPhoto on my iMac (OSX 10.9.2) it says I must first download the update; when I try doing so from the App store, it says there are no updates available. Stuck in a classis Catch-22 - any ideas how I might solve the problem?

As I've mentioned above, I was informed that updating to 5.0.1 would '''require''' me to '''delete''' the current version and then install the new one. And doing so will involve losing all my bookmarks. I guess I should have been more specific and detailed there. By losing, I didn't mean losing them forever. I'm aware that they're secured in some place and deleting and installing the software doesn't harm its existence. What I meant that if I install the new version, I'd have to delete the old one. And after installing the new version, I'd have to transfer them (bookmarks) back from wherever they are. Get it? When it updated from 3.6.9 to 3.6.13, and from 3.6.13 to 3.6.18, I didn't need to follow that process. They were already present on their own.
BTW, I'm having no problems with 3.6.18 but after learning about the existence of version 5.0.1, I'm a bit too eager to lay my hands over it.

Walk it into the nearest Apple Store there in Ireland, admit you purposely avoided buying it there, and ask them to help you sort it out. I'm sure they'll be happy to service your overseas purchase.....

This says that it is expiring and cannot find any information about this from Apple or Verizon.Apple haven't yet signed agreements with yell.com and similar local information services here in the UK or in europe.
