Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.
Good Luck friends!

I need help reseting my security questions because i forgot them.
Go to appleid.apple.com and log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
Go to the Password & Security section, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.
This will generate an automated e-mail that will allow you to reset your security questions.
If you didn't set up a rescue email, you'll have to contact Apple Account Security. -
Please someone help
I forgot my answers to my questions. I am trying to buy an app and it says i need to answer my security questions but i forgot my answers. Can i change them or somehow find out what my answers were? You'll have to reset them. Go to https://appleid.apple.com, click on manage your account on the right, sign in, click on Password and Security on the left, look for the link to reset your security questions to the right. This will send a reset email to your rescue email address.
If you don't see this link, contact iTunes store support for help: http://www.apple.com/emea/support/itunes/contact.html. -

Absolutely disgusted and frustrated. Help!

I have been using iTunes for almost two years. I went to purchase an album and the store would not allow me to purchase until I had answered security questions. I had never given answered to any questions previously. So i didn't know the correct answer. What do I need to do?
If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get them reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down this page to add a rescue email address for potential future use : http://support.apple.com/kb/HT5312 . Or, if it's available in your country, you could change to 2-step verification : http://support.apple.com/kb/HT5570 -

iTunes wont let me download any music and I have over $20 on my account. It says I need to answer my security questions but I don't know the answers. When I try to send an email to the rescue email, it doesn't work. It says the email starts with an "h" but none of my emails start with an "h". I also don't know how to edit the email. Someone please help!
You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

i got the new iPod for christmas and to buy an app it says i need to answer the security questions however i do not remember the answers....what should i do?
You need to use your "emergency email" that you used to set up your iPod to change the security questions and answers.

My iphone keeps saying in order to buy a song from itunes, I need to previde the answer to security questions but I don't remember the answers and i've tried to change it but in order to do that, I need the answers.
You canot easily change your country settings. The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes.
E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. Apple may use technologies to verify your compliance." - http://www.apple.com/legal/itunes/us/terms.html#SERVICE -

Try doing it on your computer with iTunes and then sync to your iPad to see if it clears the problem.

I need to reset my security questions, but can I message support by text and not call or if you can tell me how to reset my questions here that will be great and I don't have a rescue email.
If you've forgotten the answers, you can't do that yourself. Click here, tell the iTunes Store staff that you can't call, and see what they say.

I deleted my email that I originally signed up with and I recently added my current email, I also need to reset my security questions but I can't because it's stuck on my old email.
Sign out and back into your apple id from Settings>iTunes and App stores>(Your apple ID)>Sign Out and then sign in again with the new address. Close app store from running in the background (or restart the phone if your unsure how to do this). If when trying to update any apps they are still asking for the old apple ID, delete and re-install those apps.

When I sign in to my Apple ID in "My Apple ID" and go to "Passwod and Security" I should answer the security questions but I don't remeber them and the bar that says "send to rescue email" doesn't show !! How could I recover the questions??
You will have to contact iTunes Support and tell them you have forgotten your Security Questions and need them reset. They will respond to you by email, usually within 24 hours. Here are two links to contact iTunes Support:
http://www.apple.com/support/itunes/ww/
or by email:

I am trying to buy a song on iTunes but it won't let me because I need to answer my security questions? But I don't remember the answers how can I change the questions?
Click here and search the article for '2 out of 3' without the quotes; this generally involves either a message being sent to your rescue email address or contacting the iTunes Store staff directly.
