I am trying to sync photos from my laptop to iPAD using iTunes.
The iPAD has iOS 5.1.1.
When i sync photos it's ok, but again when i try to sync photos from another folder in my laptop, the previous photos in my iPAD gets overwritten.
Can anyone tell me how do i sync new photos in my iPAD using iTunes, keeping the old photos intact

So what if i do this and in the future i have got another folder of photos and i want to sync it in my iPAD, do i have to start all over again and resync everything again along with the new folder ?
Please let me know

If you no longer have the phone or have any Backup of it at all, you can re-download your apps and your content from the iTunes Store by logging into your Apple ID at settings> iTunes & App Store. Unfortunately you can no longer recover the data that was associated with those apps.
So far as your photos go, you can recover any photos that were in photo stream and taken less than 30 days ago by logging in with your Apple ID to settings> iCloud> photos. Unfortunately you will be unable to recover any photos from your camera roll.

You must be trying to sync it with a different computer than the one it used last. No, there is no other way to do this.
The iPhone may be synced to one and only one computer at any given time. If you choose to sync it to another, you can do that as often as you wish, but its content is erased first.

iCloud is already enabled and configured on both devices but can not get my contacts in the iPad. Additionally, the groups button isn't in contacts app and when I save a new contact on the iPad simply disappears and again is no contact in the contact list.

You can transfer iTunes content and photos from one computer only. When transferring iTunes content and photos from another computer, all iTunes content and photos transferred from a different computer will be erased from the iPhone first with a warning message provided beforehand indicating this will occur.

Photos that were synced from your computer using iTunes can only be deleted by de-selecting them from the folder from where they were synced - and then re-syncing.
Connect the iPad to the PC and launch iTunes.
Click on the iPad name on the left side under devices.
Click on the Photos Tab on the right.
If you want to remove all of the Photos - uncheck the Sync Photos from Heading
Click on Apply in the lower right corner of iTunes

Your computer's iTunes can only be used to remove photos that were synced from a computer (or to sync different folders), it won't show camera kit photos or photos taken with the iPad.
You should be able to delete them either via Image Capture, Aperture or iPhoto on your Mac (they should let you import and delete them ; in Image Capture you should be able to select and delete them via the 'no entry' bottom left without importing them).
In the Photos app in thumbnail view you should be able to select the photos that you want to delete via the Select button top right of the screen and then tap the trashcan icon top left ; if viewing a photo fullscreen then tap the trashcan icon bottom right to delete it.

If you are trying to sync them to the iBooks app on your iPad and they are in your computer's iTunes library (if not then you should be able to add ibooks, PDFs and digital-rights-free epbs via File > Add To Library), then you should be able to sync them via the Books tab in a similar way to how you are using the Photos and Music tabs to sync those items. An iCloud email account is an IMAP account. With an IMAP account, all server stored mailboxes are kept synchronized with the server with each email client used to access the account. Unless you have changed the Mailbox Behaviors with the account settings on each device, the account's Drafts, Sent Mailbox, and Deleted Mailbox are stored on the server with each device. Any user created mailboxes are also stored on the server.
On each device, go to Settings > iCloud. Contacts and Calendars need to be turned on for over the air syncing.
