If there is an issue with the purchase then report the issue of your purchase to the iTunes Store. For future reference also make sure that the default for purchases are for HD and by default they should be in HD.

There is no brightness toolbar unless your iPhone is jailbroken. If so, you can try to restore to remove the JB.
The only place brightness exists is under Settings.

Just untick Sync Movies or change the drop down below to selected movies.

I've tried searching through my available downloads but only the extras showed up not the movie. All my other movies are there including the extras from the movie. I really want the movie & I don't want to repurchase it if I can avoid it.
When I tried to get it through my Purchased in iTunes - iStore it says
" You have already purchased this item"
"You have alreaady purchased this item but it has not been downloaded. To download it, select Check For Avaliable Downloads from the Store menu."
Which leads me right back to having all the other tv shows & movies that aren't on my laptop downloading but not the actual movie I want. I already have the extras but I really would like the movie .

Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. Note that not all content has been licensed for re-downloading in all countries at this time; you can see what content you can download here:

Unless you are in the US then films can't currently be re-downloaded from the store (and not all films can be in the US). If you are speaking of an iTunes purchase, you will need to contact iTunes Customer Service and explain the situation. Their written policy is kinda cold, in that they say they don't issue refunds for erroneous purchases, but I have found them to be a bit more understanding and helpful than that.
Start by calling Apple at 1-800-275-2273 (if in the US) and ask to be connected to iTunes Customer Service.

I would recommend deleting the affected movie from your iPad, and redownloading the movie.

Thanks for the question and I believe we have a solution. The best option would be to delete the movie that is giving you an issue and redownload it via the iTunes store past purchase option. I have included a couple articles that will show you how to process these steps.

If this does not resolve the issue, then iTunes might need to be notified to let them know there is a problem with the content. I have included the steps on how to let them know.
