I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card.

Are you listing the billing address for the card correctly? The address in the iTunes/MAS account must match the address on your bill exactly.

Have yuo contacted AmEx? From what you describe it seems like AmEx is blocking the charge.

I had this same problem. Even though I updated and even changed CC's in my iTunes account and there was no balance on my account....THERE WAS A BALANCE on my daughter's account that through the family network was tied to mine as the family manager. Even though all the accounts are paid by my card, I can't see or clear balances on other family members.
My daughter had to go into her account and enter (or have me enter) the 3 digit security code from the current (updated) cc to clear her balance and cease this darned error.
Now we can updated, download, and so on. What a pain.
In short if you are getting this error, especially if you CC information recently changed (expiration, number, sec code)... make sure none of your connected family members made any purchases between the time the CC info changed and you updated the iTunes account. If they did...THEY MUST CLEAR THEIR BALANCE to clear the error message.

If an error occurs with the download and we want to try again, the download MUST continue from the part where was interrupted, no start all again. We have to protest for it. Please, Apple Inc, try to fix it. It's very easy to do. If I am downloading a firmware version from iTunes and an error occurs with the download , you should put a button that reads "Continue the download from the interrupted part", no only a "OK" button that finishes the download and I have to start all again when I want to retry. Solve it, please.

This is a typical response from the manufacturer. Did you try the fix that Lawrence mentioned. When Apple or any other phone manufacturer update phone software, they have the latest Bluetooth installed. It is usually the problem with the radio manufacturer that they devices are using the older Bluetooth protocols. You can try this support document http://support.apple.com/kb/TS3581 and see if anything there helps, but generally it requires the radio manufacturer to update their firmware.
