I don't understand the payment method?

What do you have on your iTunes account for paying for your downloads ? Credit card ? Debit Card ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

    I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
    This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card.

    In most cases, you can't use a Debit card anymore. So, either redeem an iTunes gift card or use a credit card.

    I've been trying to download an app for about two hours now. I recently got a new Macbook and iPad, my iPhone is a bit older and has been used frequently. I have only bought paid apps with my iPhone (and other iPad -- not usable currently). I have been trying to download a game which is $4.99 on my account, I have tried with my Mac, iPad, and iPhone, no luck. Every time I get a error saying "Your payment method was declined. Please enter another payment method". I know for a fact I have more than enough money to pay for this app. All the details have been checked and checked again. What is the problem?
    I also get an error when first buying the game (or attemting to) and it says something along the lines of "You've recently used a new device or computer to access this apple id, please sign in to confirm your purchase". That then leads to my confirmation of my security code on my card, which is triggering the first mentioned error.
    Apple Support has not yet given me a response, can any of you help?

    I think that for some international copyright issue, Apple is now blocking purchases from your store if they detect that your IP is outside the frontiers. I've been using my Canadian Visa Card for two years to purchase from France on ITune Store Canada and I never had a problem until today. Impossible to buy RunKeeper Pro. I get the same message you get. The only option seems to swithch back to IStore France and modify the account details with a french address and a french credit card.
    Are you in a similar situation?

    I'm having a similar problem.  I had previously (over a year ago) purchased 2 episodes of Law & Order.  Then about 2 months ago, I purchased the 3rd season of Sons of Anarchy.  When I downloaded these episodes to my iPad, about a dozen full seasons of various shows popped up, too.  No money was removed from my iTunes account & theses particular shows aren't in my iTunes library on my desktop.  I've tried every which way to delete them from my ipad, but can't.  I went to the Apple store & they suggested I contact expresslane.apple.com for help.  I submitted my problem, via email Friday, as they asked, but have not received any response.  Any suggestions on how to get rid of these "phantoms?".

    I'm having the same problem as well.  I use keychain access often to remind me of my passwords and was happy (initially) to see one for "iphone backup".  When I entered it I got the same error message: 
    "The password you entered to unlock your iPhone backup file was incorrect. Please try again."
    Really frustrating.
    I searched many ways online, finally I tried "iPhone Backup Unlocker" to help me unlock encrypted backup password efficiently!

    Your phone is locked to a carrier (most likely to AT&T). Updating the iOS usually removes the unlock (hacked one) and the phone gets locked to the carrier it was originally locked to. Contact your carrier (AT&T) who is solely authorized to unlock the phone.

Because I used a MasterCard for my last purchase, it won't let me change it. I redeemed my account from an Itunes gift card to $20 but I cannot use it as it doesn't give me the option of using it.     same here. i was using a visa card ...now  i can't because of this "error". my account is not empty, info is correct, don;t understand why this is happening. Two days ago it was working fine, then i wanted to update an app, and this stuff begins.

    Thanks Winston, thats the first thing I wanted to do but I dont see any Annual Plan (like I had), only monthly plans, and they said that as I got a Storage Plan before September 2014 I would be "automatically" updgraded to a new annual plan with reduced pricing. Dont know how I can get it now.

    Where are you physically located?
    What country's Store are you using?
    The two have to be the same and the payment method for your account also has to be associated (billing address, where iTunes gift card was purchased) with that country.
    Has the ID(s) worked before for purchases for this country's store?

    There isn't currently a way of seeing a list of which computers are authorised, but have you had other computers in the past and/or upgraded the OS on your computers without first deauthorising them ? Individual computers can only be deauthorised directly on them, but as you have multiple computers authorised then you can log into your account on your computer's iTunes via the Store > View Account menu option and 'deauthorise all' (which you can do once every 12 months) and you can then authorise/reauthorise the computers that you still have and need.
