On your iPad tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should also be a payment link.

I have been trying to download apps from the app store and every time it tells me there is a problem with my previous billing and direct me to put in new billing information and every time i do that it still will not let me download any apps.

please slove the problem of error 1009 ...Apple has no App Store in Iran. The US Government has severe restrictions on US companies doing business in Iran, and there may well be other issues such as lack of available infrastructure, issues with Iranian law, or other problems that would also prevent Apple from doing business there.
Unless and until Apple is able to open an App Store in your country there's nothing you can do, and quite frankly I think that's not likely to happen anytime in the foreseeable future.

Given you state the iBook G4 with OS X 10.4.11 Tiger installed, is a dated and obsoleted system, the newest OS X version it could use would be from a retail Leopard OS X 10.5 DVD, then updated with a download file to 10.5.8 from Software Updates. With that (the highest version of OS X any PowerPC based G3/G4/G5 can run) a few more options are available, given support for that newer system (now also not actively upgraded) was from a more recent era and a few browsers, a later but not new Flash plugin, and a few items are still available.
You can get a few later browsers that will work OK in OS X 10.4.11, one is TenFourFox, based on FireFox from Mozilla code; another is iCab, works free -- but asks you to buy license. Others for older PowerPC Macs seem to only support Leopard 10.5.8, such as SeaMonkeyPPC. The coding behind these is different so the people who volunteered to rebuild workable browsers have tried to ecomomize, yet still help us older system and hardware users be able to go online. These browser builds may have limits online, as the web has newer content and some items may not work in the older code. But they do OK. I use the above browsers, as the Safari browser is not supported and sees no later security updates. I have it too.
If you are trying to get a later OS X system, you could only get & use Leopard 10.5(.8) in retail DVD, perhaps from Apple Sales Support for a fee, if available; as a replacement or upgrade. Or look online for retail and not computer-specific install discs; as those grey label discs from other computers won't work in a different series.
You may be able to find a fair value in a previously owned older MacBook, some companies offer them repaired and running, with a limited guaranty of a sort. See OWC online for used computers, or a company such as wegenermedia, who repairs computers, has parts, and some inventory online. Or if you want a later model and are in the market, the Apple special deals page for refurbished models can be found from the online Store page, in the US.

I have been trying to download iOS 6.1 on my ipad. After its been downloading for about 4 hours, I receive a message that there is an error and cannot download. How can I delete this download from my settings? I tried downloading other apps, but it will not let me unless I download iOS 6.1
What iOS are you currently running?
If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

I'd first try downloading an installer from the Apple website using a different web browser:

Why will it not let me put apps on same
Some developers allow you to download previous compatible versions of their apps, I'm not sure if Facebook and/or Netflix. As they are free apps try downloading the current version of them on your computer's iTunes so that the apps are in your purchase history. Then on your iPad go to the Purchased tab in the App Store app and see if you can download an older compatible version of them.
If you want paid-for apps then try contacting the developer first and see if they allow previous versions of their apps to be downloaded, and therefore whether the above will work for them. -
IPOD touch is disabled. Device will not allow me to enter a passcode or restore device through Itunes.
Disabled
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I downloaded iWork for $79 back on August 10th, 2010. I recently fresh installed Lion and of course lost all data. I assumed everything I bought from Apple whould show up on the App Store, but not my iWork. Now, too make things worse, there is not "trial version" I can download and put my key in. Anyone have any suggestions?

Bad assumption. Everything you bought from the Mac app store will show up on the (Mac) app store. The app stores sell the individual iWork applications, not the iWork package. Unless you made a back-up copy of the installer disk image, I don't see a way of reinstalling the package.
You might try contacting Apple directly.

What exactly do you mean by "restored"?
Did you use the recovery option (Command + R or Command + Option + R during startup)? If so, the process to install should be automatic if you used Disk Utility to wipe the drive.
Please explain exactly what you did, the model of your machine, and was Lion the original OS on it or did you buy it at the app store? -

Be sure you are connected to the internet. Go to iTunes. Click the Store Menu and choose "Authorize Computer..." and enter your iTunes account name and password. If you forgot your account name, check it on your old computer. If you forgot your password, use the "Forgot Password?" button.
If you plan to no longer use your desktop, do not forget to deauthorize it (iTunes>Store>Deauthorize computer...), because you can only authorize 5 computers at a time. If you plan to use both computers, leave it authorized.
