Restore the iPhone from the computer to which the iPhone is synced. For information and instructions, see:

If that will not work, you'll need to put the iPhone into Recovery Mode and then try the Restore again:

I have retrieved my account with a new password from not using Skype for several months.
I have credit in my account but still find a problem in opening the Phone pad for dialing out what seems to be the problem.
I have searched the skype web site for a solution to this problem can any one assist me.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

She forgot the ID of the user and that of the other. I caught only a password is *******. I would like to ask for technical assistance. What should I do to get back to work normally. Or you can reset the ID and password or not., And set to work. If you do not have an iPhone, this airplane. It becomes a good paperweight itself.Hope you will understand. Buying splash, it is not easy because it's expensive.Learn to understand and to help.

It is locked to your sisters carrier.
She would have to ask her carrier if they unlock iPhones and if she qualifies for this service.

I am seeing if I can get another battery even though I do not believe that is the issue. It keeps giving me vdd_under which I believe is under voltage, maybe it is just a faulty battery? It charges up like normal and functions normal (when plugged in, or above 90%) but it gives under voltage warnings and shuts down when in heavy use (using camera or going back and forth to imessage). When just sitting idle it doesn't seem to turn off until that 55-60% mark. It may just be a faulty battery because I feel I installed all of the other cables correctly when replacing the screen, and I don't think those connections should affect the battery anyway except for maybe the logic board cable (the 2nd cable to be unplugged after the battery cable) I guess I could clean that out as well with isopropyl just in case.
Any other suggestions would be helpful... and I will get back to you if a new battery helps. Thanks!

You need to use the credentials for the iCloud account that was used to turn on the Find my iPhone service.
If you can't remember yours, you can recover it here: https://iforgot.apple.com/appleid
If you've been walking around for 2 years with someone else's account set up for Find my iphone, then you'll have to get hold of that individual. If you can't, there is no way to bypass activation lock.

I think you're out of luck. Telus, AFAIK, does not offer unlocking for the iPhone, but contact them to verify such. If they tell you no, you might as well return it and get your money back, if within the 30 day return window.

Your phone was previously hacked to get it to work on a carrier other than the one it was locked to. Restoring it restored the carrier lock. Only the carrier it is locked to can authorize an unlock. Not all carriers will do this. You will have to find out who it is locked to and contact them.

I have had to create a new Apple ID due to my old email being locked/out of use. I can not access my old email/Apple Id to change icloud and imessage to my new Apple ID. Any ideas?

I have had to create a new Apple ID after having my previous email locked and put out of use. I have managed to change my purchasing for music and apps to my new Apple ID but for iCloud and iMessage I can not access my old email/Apple ID to change this.

You need to delete them and then download them from the new Apple ID. This may require repurchasing paid applications.
