I would first force all applications to close then power cycle the device. Once this is done test accessing Game Center.

Your ITUNES account can be accessed from any device or computer that has itunes, as long as you have your username and password. Using your itunes account from another device does not affect your ability to use the account from your device.

My son put a passcode on his IPOD TOUCH and couldnt remember it and entered it too many times. Now it has disabled the Ipod and says please connect to ITunes and ITunes will not connect to it because it has been disabled, I have already spoke to an Apple representative and did exactly what they told me to do to help reset the Ipod but that didnt work. hey, how do I reset my security questions? i done it before many times but today i forgot the security question answers. also, I've been using the same devise everytime which is my ipod touch.
Read the HT5312 page that you posted from, it has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset.

I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

Reboot your iPad and then see if you can set the security questions.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. -
