Contact Apple, either through the link in that article or by phoning them. Alternatively, just create a new Apple ID; previous iTunes Store purchases won't be transferred to it.

The password will not be sent to you, because Apple does not know it. They will send a link where you can reset the password. You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Apps are DRM protected and tied to the account used to originally obtain them. They cannot be transferred to another iTunes account nor updated using another iTunes account. If you mean that Find My Phone is asking for a password to a different Apple ID to your current Apple ID and that ID is a previous version of your current ID, not an entirely different one.
This feature has been introduced to make stolen phones useless to those that have stolen them.
However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details and some other circumstances.
The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device. It may take a short while to remove the account.
You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

If oyu get rid of the account you will lose all of your previous purchases. Your best bet is to call AppleSupport because they are now reseting the passwords and the security questions on there.

If the old ID (iCloud account) is yours, and if it is an earlier version of your current ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.
This will not work if your current ID is an entirely new ID and is not a newer version of the old ID.

I am truly amazed that a friend would sell you a phone without wiping out its contents, which must contain a lot of sensitive personal information. And to wipe it clean the friend would have had to disable Find my iPhone.

Once an Apple ID is created it can never be removed. Just don't use it anymore. But all items purchased under that ID will always stay with it and you would need to re-purchase those items under your new Apple ID.
There was an article on one of the Mac Mag websites about just this problem with the Apple ID.
Also if you create an Apple ID using one of the Apple email addresses, @me, @mac, @icloud, you can never change the primary email address that ID is associated with.
What you should of done is changed the primary email address associated with that Apple ID instead of creating a new ID.
Apple needs to fix this but they are slow to even acknowledge there is a problem with their Apple ID system.
