I have followed the instructions to reset my password but i am still unable to disable my iPad.  How do i get my iPad to stop the disable and turn it on?

Might you have a newly acquired iPad that is still locked to someone else's Apple ID?  If that is the case, then you will need the former owner's Apple ID and password to proceed.  That feature is called Activation Lock and described here:
http://support.apple.com/kb/PH13695
If you cannot get that former owner's Apple ID and password, you will never be able to use the iPad.
