I am trying to download an app from the UK store but I am registered in Germany and my ID is not accepted in the UK store. The app in question is not available in the German store. What do I do?

Each country's governement sets the rules for commerce in their nation - so things like copyright can limit foreign use, plus tax laws and such.  For any intellectual property (software, books, music, audio, video), it is mostly copyright restrictions that limit cross border retail sales.
