I am unable to access store or apps.on my Iphone4
Message states "My Apple ID has been Disabled".
I previously had no problems accessing these features.
How did this happen? How do I enable it?

Try resetting the password, as described here: http://support.apple.com/kb/TS2446. If it's still disabled after that, you'll have to contact iTunes store support for help: http://www.apple.com/emea/support/itunes/contact.html.

Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it

Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...

You could always try getting in contact with iTunes Support via expresslane.apple.com to see if they can look into your account and see why it is disabled.
