I am using Windows 8 with iTunes.  How do I manage iTunes with two different Windows User Accounts?

I have recently bought a laptop running Windows 8 and downloaded iTunes.  I subscribe to iTunes Match and have a large amount of purchased music and imported CDs, along with some films purchased from iTunes.
I have downloaded all of the music and the films to the laptop using iTunes Match when logged in under my User Account in Windows 8.  However, when we switch to my girlfriend's User Account, she can load up iTunes but all the music and films have the cloud symbol on them indicating that they need to be downloaded
Is is necessary to download everything to the computer twice (I can't really believe this is the answer) or are we missing something in terms of using iTunes with two different User Accounts?

Step 1
Create a new user account on your device. For Mac users, choose “System Preferences” from the Apple Menu and navigate to the “View” menu. Click on “Accounts” and select the “+” button to add a new user account to your machine. Edit the user information and grant any relevant privileges by following the on-screen prompts.
For Windows users, click on the Windows "Start" button, select “Control Panel” and choose “Add or Remove User Accounts.” A new window will open. Click “Create a New Account.” Name the account and set any relevant privileges by following the on-screen prompts.
Step 2
Sign in to the new user account you created.
Step 3
Open iTunes and click “Sign in.” Enter your Apple ID and password and log in.
Step 4
Download purchases through the iTunes store. All files related to these purchases are stored under the separate user account, thus separating both iTunes accounts and their libraries on the same computer.
Step 5
You can share music from both libraries by dragging your music library to a publicly accessible location on your computer. Click “Preferences” from the iTunes menu and deselect “Copy files to iTunes Media Library when adding to library file.” Add the shared folder to your library from the “File” menu.
Tip
Create more than one library from the same user account by deselecting “Copy files to iTunes Media Library when adding to library file” from the “Preferences” menu. Add the files you want to iTunes by dragging and dropping or by opening from the “File” menu and sync your device to that library. Quit iTunes after the sync and reopen iTunes while holding the "Shift" key in Windows or the "Option" key on a Mac.

    I have looked all over the web for ways to transfer apps between two different game center accounts and different devices. Several weeks ago I started playing Campus Life on my relative's Ipad 2, therefore spending many long hours to get to this point in the game.
    The problem is I just got an Iphone 5 and I really would like to transfer the data onto it, so that I would not need to start all over again.
    My grandma has an account (Game Center) onto which the data has been saved and I would like to have it stored onto mine. Then I signed out and logged in with my own account- the game started from scratch. I panicked. I went back on the other account, and the data reappeared. I have been going back and forth, the game changing as many times. I thought it would ask to back up my grandma's data on mine but I was wrong. I can not seem to save the game onto my new account, and I have even tried to back it up to Itunes and then copy it onto my phone after having signed into my own account. And I don't know how to properly use Icloud. I am a mess. I am completely lost and have found no help on the web. (All people seem to have to deal with is sharing Apple IDs with different Game Center Accounts for the kids and transferring apps from one of their devices to another.)
    I am so worried I am going to mess up and will lose the whole thing completely.
    I have just started another game with my own account but since I am using my grandma's, the data is erased. It's one or the other but I definitely prefer saving Campus Life. I do not like the idea of having to only pick one.
    I do not know any technical terms, so if you understand or even have the slightest clue about what I am talking about, I applaud you.
    This seems like mission impossible, so if anyone can help in any way, I would be really grateful.

    Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

    If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

    If you are using the same Apple ID on both devices, the Game Center profile should be the same.
    Check out this information from the iPad User Guide.  Try signing out of the Game Center on both devices and then sign back in with the correct Apple ID:

    I want to transfer songs from my brother's itunes library to my shuffle, but when I plug it in his computer, a message saying that his library is not linked to my library (or something to that extent) and whether I would like to replace the songs. If I click yes, all my existing songs are replaced with HIS songs. If I click on NO, the Shuffle icon does not appear at all and I cannot transfer any of his songs to my shuffle.     You'll have to setup your iPod to manual instead of automatic update (I'm not sure, though, if it works with the Shuffle as well).

    Having a separate Apple ID for each child will allow each child to keep their purchases and iCloud information separate.  It will also allow you to provide an iTunes Store Allowance for each child:
    With iTunes Allowance, you can send a monthly iTunes Store credit to anyone with an iTunes Store account. It's a great way for parents to manage their children's spending on the iTunes Store, App Store, and iBooks Store.
    Once you have created an Apple ID for each child, you can provide an iTunes Store allowance to each Apple ID. The following article will guide you in how to set this up:

    Using administrator status on the computer you should be able to move the whole iTunes folder from one account to the other.  Put it in the equivalent music folder.

    Pardon me, I am brand new at using an iMac.  I understand the concept but I don't know exactly how to "move" the library.  I found a shared folder under users on the hard drive.  If I move it, won't I have to redirect each iTunes user to the new shared location?
    If I point iTunes to anything other than the music folder under that user name, it shows as a "shared library".  Preferences still shows it as that users library, regardless of where the advanced gear button says it is pointing to.
    Am I asking for too much to have each user control the exact same music files, apps and playlists?  I just want the two different itunes sessions to mirror each other without any frequent updating or copying.
    We use the same id for itunes music and apps so we could just sync all devices under one iMac user id and not use it under hers.

    Unless you've deleted the track from the iTunes library you shouldn't see any cloud icons next to songs that have been successfully processed. Did you delete any tracks?

    You do. The tracks in the iTunes library are not touched or modified in any way. They stay right where they are unless you delete them.

    This does not happen automagically. You must delete the track from the iTunes library and download the "matched" track. But upgrading only works for tracks that have been "matched." Tracks that have been "uploaded" are exactly the same as what was on your HDD. See my instructions above to enable the iCloud Status column.

    I sync two iPhones and an iPad with one iTunes library on the same computer and each device has different content. Each device has its own sync preferences with iTunes. You can transfer the same music and apps to each device or different music and apps.
