Turn it into your local police with as much information you can provide as to
seller and original owner. Apple cannot/will not help in such matters.

Yes your cabinet 10 on the Crediton exchange has already been installed and linked with a FTTC DSLAM cabinet (making it able to provide FTTC fibre broadband) and has been Accepting FTTC orders since December 2013. PCP10 (with it's DSLAM cabinet within 100meters of it) is locate on the junction of Commercial Road and the A3072.
However by the looks of things your are just too far away to obtain a FTTC (VDSL2) connection, meaning FTTC fibre broadband is not available to you.

Your best bet is to talk to Connecting Devon and Somerset to see if there are any further plans to get a fibre based service to your area via https://www.connectingdevonandsomerset.co.uk/contact-us/ (as your area may not be inscope of any further deployment). If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.

Your phone is "activation locked". It cannot be used unless this lock is removed by the previous owner of the iPhone. If the seller can't help you then ask for a refund of your money.
Apple won't help you. Note that the iPhone you bought may well be stolen property..

You are in possession of stolen property. It is neither your responsibility or your right to attempt to continue possessing the device or attempt to contact the owner. Turn it in to local law enforcement. Whether you think it will do any good or not is totally irrelevant. If the police find out you have stolen property, and you did not turn it in or report it to them, then you run the risk of facing criminal charges.

Check the eBay listing. Did it state the device was Activation Locked? If not, then make a claim as Meg stated and get a refund. You will not be able to activate the phone and no one can help you contact the owner, unless that is the person that sold the device. If they cannot remove the phone from their account because it is not theirs, then refund is your route. Even Apple cannot assist with locating the previous owner.

If it's still asking for the seller's Apple ID and password, then he most likely did not actually remove the iPhone from iCloud. If the problem persists, return the iPhone and get your money back. The seller can figure out the problem and resell the iPhone later.

The unlocked iPhone 4S did not go on sale in the US until 11/11, and then only through Apple.com in the US.
I don't know if it's available at retail yet, but I don't believe it is.
As you've been told, you purchase a phone locked to AT&T. You can NOT activate it or use it on any other network. AT&T does not unlock iPhones for any reason. Return it to the store you bought it from and get your money back.

The only way for you to get past the passcode would be to restore the phone as a new device in iTunes, thus erasing all data on the phone. Unfortunately, this is the only way to get into the phone, but any owner info will be gone. However, you will be able to see the phone's IMEI number, & with that you can contact various carriers to see if the phone was reported lost or stolen. The carrier won't tell you who the owner is, but they will be able to contact the owner.
