I know its non returnable once opened and the package wasnt tampered with when I bought it. im at a loss on what to do

You can check you Adobe account online to see if the serial number is registered under your account. If not then your only option will likely be to contact Adobe Support directly thru chat to see if they can provide you with a/the serial number. For them to do so will require you being able to prove ownership.

hey! my i just got my ipad back from having it taken away for a long time and i have know idea what the passcode is ive tried everything and i have no idea what to do
Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore and you have IOS-6 or lower, go into Recovery Mode per the instructions here. If you have IOS-7, read this. -

Here's an answer from the net:
Go to Settings/Mail,contacts,calendars/Add account choose other, choose Add Mail Account. Fill in name, email address, password and description on the screen that comes up. Save those.
One the next screen tat comes up click om POP in the first line then fil in the host name as
spop.west.cox.net or spop.east.cox.net or the one to go with your region.
Note that is not a misprint, that is spop (secure pop)
Fill in your username one more time (the password should have carried over from previously)
Fill in your outgoing mail server like smtp.west.cox.net (change for your region) and click Save.
When all the settings are verified a checkmark will appear next to them all and you are good to go.
If it says something like "can't connect via SSL would you like to ..." then you probably missed the step about selecting POP on the second screen and are trying IMAP so go back and try over with POP. Or perhaps mistyped soemthing.
Once everything is working you can go back into the settings and see that it has automatically connected on port 995 and that SSL is on
Note that you probably won't be able to send email from a wifi in a cafe or similar as cox won't let you connect to their smtp from outside their network.
I haven't tried receiving mail from a non cox connected wifi yet but I suspect it will work just fine. Anyway these settings work for me using my ipod to my home wifi router connected to cox.
I could not find a definitive guide when I searched so I hope this helps other folks trying to configure this.

The card that is has the serial number that's supposed to be with the box isn't in there and nor do I know what to do or if I could even get a serial number. Thanks!
Then I think you bought something useless. A PSE9 installer can be downloaded from Adobe for free: http://www.adobe.com/downloads/other-downloads.html
The only thing that is worth money is the serial number, or a redemption code that can be converted into a serial number.
If the software wasn’t new-in-box then it is likely someone already registered the software to themselves and they are still licensed to use it unless they did an ownership-transfer-process on Adobe’s website and designated you as the recipient. -

My Ipod is frozen!!!
