The iPhone and the Mac do not run on the same operating system. IPhone apps do not run on a Mac. Mac apps do not run iPhone. If the developer has created an app for both the iPhone and the Mac they almost always sell them separately in the respective app stores.

No. You will not be able to work on documents that are stored in your iCloud.com account. You will able to download them from the cloud and revise them on your Mac. I have bought a few apps on my Ipad. I want to transfer them on my Iphone 3 (they are mainly flash cards for my son). I have put them on Itunes, so far so good, but they won't transfer to my Iphone. They are Ipad apps, I now they certainly wouldn't fit on my Iphone, so my question is: do I need to buy them again if I want to put them on the Iphone ? It seems unfair to pay twice for the same thing...

I assume that you've checked that they are iPad only, and its not just that you havn't updated the iPhone to have the appropriate iOS version for them.
If they are iPad specific apps then they won't go on the iPhone or iPod, and, yes, you probably will need to pay for them again if you want them on the iPhone.

Why would you make a new account? This will likely cause many problems. Just get you old account enabled.

Everything you purchased with the old account will always be tied to that account. You will have to authorize the computer for that account and you will have to update the apps from that account.

You didn't buy an 'unlocked' iPhone 3GS - you bought a 'hacked' one.
Updating to iOS 5 removed the hack and the unofficial unlock.
All you can do is try to find out which network the phone is locked to and ask them if they can unlock it properly.
Otherwise, sell it or throw it away and buy an officially unlocked phone from an official source.

Unfortunatly the only way that you can get it off is to get the old user to input the password. You may need to contact that old user and see if he can put the old password in. hope this helps.

This is not very iTunes Public Site Manager related... but I was in the same situation as you a little while ago.
1 - Sync/back up your old 3gs.
2 - Activatie your new phone when connected to itunes via cable and it will ask you if you want to restore our old phone.
3 - ???

In iTunes, click "Store", sign in with your Apple I.D. After singing in, click "Store" again, select "View my Account", re-enter your password and your account info will be displayed.

If you just do a normal time machine backup on your macbook pro and then plug that harddrive into your new air; you should be able to just use migration assistant to transfer all your files. You wouldnt need to upgrade to mountain lion on your macbook pro.
