I am unable to update or backup my phone. Says because of storage. I bought more storage and its not showing up. But iCloud hasn't been used at all previously. Why not?
Is the lack of storage space on your iphone or in icloud?
Icloud storage has nothing to do with the storage on your iphone.

I purchased a film a while back and have the invoice to prove it and its shown on my purchased list however I went to put it on my phone and its not showing the iCloud icon to download it even though I already bought it.any ideas?
If you downloaded it on your computer's iTunes then it should be in the Books part of your library, if you downloaded it on an iOS device then it should be in the Music app on it. If it's not there, and you don't have a copy of it on your backup of your library, then you will need to try contacting iTunes Support and see if they will grant you a re-download (audiobooks are currently a one-time only download from the store, which I believe is a requirement from audible.com who supply them) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

Can't backup to iCloud because it's full, bought more iCloud storage but it isn't showing up.

If you just bought a new phone, don't you want to restore from backup to add data from your old phone to the new phone?
Purchasing more storage is not always the answer. Understand how iCloud backup works and how to manage what you store.
Open settings
iCloud
Storage and backup
Manage storage
Select the device you are using
Show all apps
Now you can see what is backed up, and what is using the most storage in iCloud. Photo and video are usually on top.
ICloud does not backup the Apps, just the data in the App, if backed up to iCloud. Turn off any app you don't need to have backed up.
Consider removing photo and video to Dropbox or Box for IOS, these are free, online storage apps which can be used on any device to move and store your pictures, video and documents. -
I can't download anymore TV from itunes, says i don't have enough icloud storage. My storage says i have 5GB to use and 4.6GB are still free
The message shouldn't have anything to do with iCloud storage. You need the free space on the iPad itself, not in iCloud. You have to free up space on the iPad by deleting content. You can delete any movies, videos, apps, or whatever you want to delete in Settings>General>Usage>Storage.

My update all button will not work in the app store. It keeps giving me a crazy message about not having enough storage to update apps. Please help? I know i have storgage on icloud and on the phone itself. Any ideas? Thanks
Try deleting the old backup.
Settings>iCloud>Storage & Backup>Manage Storage, tap the device name and on the resulting screen, scroll down and tap on Delete Backup. -

its safari not working and it is not showing drive in my computer.iPhones are sold in carrier-locked and unlocked versions. If the phone has a carrier lock on it, you must contact the carrier to have it removed (you probably need to bring the phone to the carrier for the process). If you don't know the carrier, you won't be able to get it unlocked. US carriers will not remove the carrier lock and it cannot be removed.
How is Safari behaving that makes you say that Safari is not working? The lock status of the phone won't affect Safari, except that if the phone is locked and you aren't using the carrier (and SIM provided by the carrier) to which it is locked, then you can't use the phone or 3G service, only Wi-Fi.
The iPhone should not appear as a drive on your computer, so there's no error there. -
My setting show that I have plenty of available space, but I can not seem to do a single thing on my iPhone because it says there's no room. I cannot even upgrade an app or take a picture.

Purchasing addition storage space in iCloud doesn't create any additional storage on your iPhone. -

Assuming you had Find My iPhone enabled in the iCloud settings of the device, it will show only if it has a connection to the internet.
