I forgot my passcode for my iPod, and guessed it to many times so it got disabled.
The problem is I don't have iTunes and can't get it on my laptop, but need to restore my device. Right now on the screen it has a photo of a USB cord, an arrow, and the iTunes symbol. So, how can I restore my iPod touch without my passcode or iTunes?

Right now you can't without a computer. Once you get to a computer you can restore it using DFU mode.

You should probably disable the autosync functionality first by going to Edit -> Preferences, clicking the Devices tab, and enabilng the prevent iPods,iPhones, and iPads from automatically syncing option.
Next, authorize the new computer with your iTunes Account. In iTunes, choose Store -> Authorize This Computer and enter in the correct credentials.
If possible, either copy a backup file from your old computer to your new one or create a new backup of your iPod in iTunes before letting it sync. To do this, right->click on your iPod Touch from under the Devices section in the left hand pane of iTunes and choose Backup. You might also want to take a look at this article to see what it all included in the backup.

I tryed to sync my ipod touch 4 Gen. and for some reason I got An ipod has been detected,but it could not be identified properly. please disconnect and reconnect the ipod then try again, I did that 3 times then I got I need to Restore it back factory settings.
Now I am getting the ipod could not be restored. An unknown error occurred (2003) what should I be doing I did check for updates for the computer got some and then did a restart, still have this problem and I can't use my ipod touch at this point.

If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

P.S. It's jailbroken, but the damage isn't due to Cydia. Also, I can't put it into DFU mode since the home button is broken.

Did you ever jailbreak or mess with TinyUmbrella? Sounds like your Hosts file is mucked up and pointing the wrong way.
