I had the same issue on my iPod touch 4th Gen, I noticed the issue after updating the device to 6.1.5. I dont know what device or IOS your running but if it is similar then I think this ma be the cause. My solution to you is to create a free apple ID on their website, https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/wa/createAppleId. Hope this helped and good luck!

    Any one device or Mac can create only three iCloud accounts - because they are free it's to prevent people being greedy and creating unreasonable numbers of accounts. If you have already created three iCloud accounts on your device then you can't create any more - there is no workaround for this, and it's tied to the hardware, not the account.
    You can create an account on another device or Mac which hasn't reached its limit, then you will be able to sign into it on the device in question.
    You can create three additional email addresses (not accounts) within each iCloud account in the form of 'email aliases' - these deliver into the same inbox as the main account. (In fact it's a good idea to give out alias addresses, rather than the main address, because if they attract spam you can easily change them.)
    You should be aware before you start that once you've created an alias you cannot turn that address into a full iCloud account or move it to another account.

    Any one device can create only three iCloud accounts; if your phone has already created three then it can never create any more - this is tied to the hardware, not the user account. You can create an iCloud account on another iOS device or a Mac and then you will be able to sign into that on your phone.

    Create a new AppleID on a different iOS device or on a computer. You will
    then be able to use that newly created AppleID on your iPhone.

    I use my Apple ID to log into iCloud and get this message saying "This device is no longer eligible for creating an Apple ID."  Thing is I am not trying to create an account.  I am just trying to log in to setup iCloud.  Does this mean my computer not able to run and use iCloud?  I had once created a MobileMe account a few years ago, but deleted it when I couldn't afford it.  I wonder if that could be causing a problem.  NOt really sure.  I got my MacBook Pro in 2007.  It is up to date with new operating system and updated programs.  I would call Apple about this, but don't want to be charge for the phone call. Not sure what I am suppose to do.  I am going to see if wil let me do it with my iPhone....but I will see no point in using iCloud if I can't move items between my phone and computer. I am hoping tomorrow or so things should be working.. but it is still annoying that things are not working.

    So I some how got it all to work now.  Once I began to get it to work on my iPhone I was informed that I had not verified my e-mail.  Once I did iCloud worked on both my computer and my iPhone.  So I am happily on my way to using the new technologies.  This is why I never give up on a problem. XD

    I just updated my MacBook Pro but an unable to create an iCloud account. I attempted to sign in (as prompted after updating)...but it says:
    "This device is no longer eligible for creating an Apple ID."
    I know my username and password or correct. I have never signed up for iCloud or MobileMe in the past. My login and password work elsewhere (ie. Apple.com, iTunes, App Store, etc.)
    I should have my new phone on Friday, wanted to try this out before I got the phone.
    Actual OS is 10.7.2...not an option on the drop-down.

    Give it some time. iCloud "just" went online and although big companies should be aware, that a bazillion of users will register / subscribe on Day One of a new feature, in most cases (like Sony's PSN, Microsoft and others) these things never work out as planned.
    So be patient and wait a few hours or even some days and then give it a try. I'm pretty sure the whole iCloud Network is right now under "heavy fire".

    You cannot fix it. Nobody can. There is a limit to how many free iCloud accounts that can be created on one iOS device and the limit is three. Obviously, this device reached that limit which means that this open box iPad was most likely owned by someone else or customers that used theiPad in the store got cute and created iCloud accounts on it and then deleted them.
    So that's why deggie is recommending that you return the iPad to Best Buy and get your money back. You bought a device that should have never been sold to you.

    There is a limit to how many free accounts that can be created on an iOS device. You will either need to use one that you've already created on it, or create another one on a different device or computer.
