Were the iTunes cards issued in the same country as your account is based (they are only valid in their country of issue) ? Go back to the article you asked this question from and use the link to contact the iTunes Store staff in the 'Additional Information' section. If you don't already have a valid rescue email address, you can't reset the questions yourself, and nobody on these boards can reset them for you.
Setting up a rescue email address requires correctly answering two of the questions.

What happens when you try to buy things on your wish list ? If you are being asked for your credit card details then it doesn't necessarily mean that it will be charged for the purchase (unless you are trying to gift) - how purchases are billed, http://support.apple.com/kb/HT5582 :
When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.
Asking for credit card details is a way of proving that you are able to buy from that country's store. And if it's a new account, and the instructions on this page weren't used when creating it, then card details will need to be entered before the account can be used in the store.
You should be able to remove your card's details after entering them. -

Very very likely that tax is applicable and tax is more than $0.01. You need to add a payment method for the tax. If you add a credit card, the girft card balance will be used up first.
