You have to change the iTunes account on one iPod so it is associated with Canada. Besides the address, the association includes the payment method, usually the billing address. Purchase a iTunes Gift card when you are in Canada. You can't use a USA card in Canada.

Your computer profile information is confusing. You say you are running Tiger yet your profile says your computer is running Lion which is three versions beyond Tiger. Which version are you running?
Get more information about your computer. Go to the Apple in the upper left corner of any window then "About This Mac", and tell us what it says for "version". Now continues to "More Info..." Copy and paste the information here, but omit the serial number and Hardware UUID (if present).
You can do any system upgrade yourself. The ease with which is can be done is more a matter of which version your really need. If you are indeed running Lion then upgrading to Mountain Lion can be done online for $20. If you are indeed running Tiger and are running an older computer that can only go to Leopard then you will have to do a lot of hunting for a copy of Leopard and be prepared to spend a lot of money buying it (maybe $100+?) -

The Snow Leopard 10.6 DVD should still be available from Apple for $20. You will have to call Apple Customer Care 1-800-692-7753 or 1-800-676-2775 to purchase it. It may still be in the Legacy Products list.
If they no longer have any in stock you will have to buy it from eBay or Apple resellers that still have stock. But you will have to pay a premium since the DVDs are no longer being made. Snow Leopard DVDs are already up to $100 on Amazon.

Yes, you can use your iPhone 4 with it, but I don't recommend using it with the dock connector as it wasn't designed for the iPhone 4 and you may have unexpected results.
I recommend using it with the auxilliary jack on the back of the unit. That's how I use mine and it works great to this very day. The iPod-Hifi is still an amazing and great sounding unit and they're incredibly rare to find now of days. I saw one on sale at Amazon.com for $999 haha! -

It sounds like you essentially have a new computer and unless you restored from a backup your iTunes library would be empty. You can transfer your iTunes purchases from your iPod to the computer by:
iTunes Store: Transferring purchases from your iPhone, iPad, or iPod to a computer
SInce you changed syncing computers. after you move the stuff you need to restore the iPod to factory defaults and sync the stuff back to your iPod. If you had the iPod backup file you could restore from backup.
If you have non-iTunes pruchases you can copy them to your computer by using one of the third-party programs discussed in this previous discussion:

Wait for the device to turn off.If you cannot turn off the device using the slider, press and hold the Sleep/Wake and Home buttons at the same time. When the device turns off, release the Sleep/Wake and Home buttons.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Note: If you see the screen pictured below, let the device charge for at least ten minutes to ensure that the battery has some charge, and then start with step 2 again.
Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears you can release the Home button:
If necessary, open iTunes. You should see the following "recovery mode" alert:
Use iTunes to restore the device.

Hi. I have an ipod touch 4th generation, it's in perfectly good condition no cracks or anything. The issue is my ipod is locked and i'm not able to type in my passcode because the numeric keypad isn't working properly.For ex. when i hit 8 (which is the second number in my passcode) the number 5 type in. If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

Only sync chosen songs. Even with that I had a bad song once that was corrupted and it blew the ipod touch's mind. Can't remember how I found the song, but deleted it off the computer and was able to get a fresh copy off this quite old CD. Also, settings-general-usage, you can see which files are gathering up in your memory. There are some surprisingly large programs.
