I don't remember those arrows in 10.6, only 10.7 & up!?
I have 10.6.8, as you do. To make your Safari full screen, make sure you have the left hand side of your safari page moved  all the way to the left.  Then move your cursor to the BOTTOM RIGHT CORNER of the safari page, and simply drag your page towards the lower right hand corner of the screen. NOTE: you will see a series of lines on the bottom right corner of the page, indicating where to place you cursor arrow.

    If you mean that you don't have a rescue email address set up on your account as described on the page that you posted from (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

    As for Safari. When you say not responding, do you mean it won't open a window, or it won't load websites, or it won't launch at all?

    Check to see if in Settings > General > Restrictions and if Restrictions is turned on, look at the Require Password section and see if it is set to Immediately. If it is, then that will be what causes Touch ID to not be used when making purchases and would need to be set to a different time.     You don't need Snow Leopard to clear your Mac.
    As long as you have an Intel Mac you can use any Snow Leopard DVD to erase your disk and install.
    Perhaps backup your Mac to an external disk first.

    To use iCloud you need OS X Lion 10.7.2 at least.
    The first thing you have to do is to determine if your Mac can run it.

    Start up in Safe Mode. Connect to your router with an ethernet cable, as your wifi may not work, and apply the 10.8.4 Combo update.
