What version of iTunes do you have installed? If you are trying to update to iOS 6 you need iTunes 10.7 or later.

I have an iPhone 4 with iOS 5.1.1. Want to upgrade to 6.1.3 because some apps only work with this version. I only get the option to go directly to 7.0.4 (iTunes) which is a bad idea for an iPhone 4 as everyone knows. I should have the right to choose which version I want to upgrade to, it makes no sense to have iOS 7 on iPhone 4. Please advise.
Thanks in advance!Many people who have the iPhone 4 running iOS 7 have no performance problems, and a number have posted in these forums to say so, and they mean the entire iPhone, not just phone calls. So it is by no means predetermined that you would have performance problems should you upgrade.
But regardless, as tonefox said, you have no choice. You either need to stay with iOS 5.1.1, or you'll need to accept the upgrade to iOS 7.0.4. There is no way to upgrade to any intermediate version.

My app Injustice Gods Among Us is really being a pain. It started blacking out around a week ago, and it wont let me in to the game. I was told to delete the app, and redownload and rebbot my Ipad, but it didnt work. And I lost all my characters, like Lobo, Batgirl, Darkseid, and a ton of others. Can anyone help me? My neighbor got the app, and his works fine! What the heck.

You're probably running into the servers simply being swamped. Thousands of people are all going for the software update at the same time. Give it a try again and if that doesn't work, then try plugging it into your computer and trying it that way.
I didn't get a notion of the size, it doesn't seem to be as big as the 700 meg 5.0 update, but it did take me 20+ minutes to download via cable internet so it's a large file. That in and of itself takes a while.
If you're trying to download it directly to your iPhone, you'll need to be on wifi since I'm sure it's well over the 20 meg file size limit for 3G. -

To update your phone requires using the latest version of iTunes, on your computer, as well as Internet access. The update to iOS 5.0 or higher is an erase/restore deal, so you not only have to make sure all of the content, currently on your phone, is on your computer and accessible, you need to update iTunes first, have Internet access, then update your phone. There is no way around this fact. You could go to an Apple store or use another computer, but you run the risk of losing all of your data it you do that.

A 3gs can go up to 6.1.3.

you can update over the air with strong wireless signal, or by connecting to a computer running iTunes. Either works well. If you do the update over the air, be sure and attach your iPhone to a wall outlet so you have a solid power supply and don't risk the battery dying during the update.
The iTunes approach installs a much larger file because of the connection, but if you have not updated since 5.1 that might be a better approach...replace the entire operating system instead of patching.
Either way, backup the iPhone yourself just for your own protection in the off-chance something should go wrong...a little paranoia while updating is a good thing -
