You need iTunes version 11 for iOS 7.
iTunes version 11 requires OS X 10.6.8 or later...

My iPad does not restart, I have kept the button for more than 10 seconds and will not turn off.

Apple only distributes the printer drivers. If you want the tools that go along with your printer/scanner, you need to download them from Epson.
The utilities (ink levels and such) are usually stored in /Library/Printers/EPSON.
You should be able to scan with Image Capture, but it is very basic (but sufficient for everything I do). Although I imagine it has gotten better over the years, I always hated the bundled software. I stopped installing that stuff years ago and just use the built-in tools, where possible. -
