If you are using track pad, please use mouse and see if your issue is resolved.
Moreover, this issue has been resolved in PSE 13. You can give it atry as well.

Download the Adobe Licensing Repair Tool.
Run the License Service Update.
Mac OS X 10.7 and above:
a. Double-click the LicenseRecovery111.dmg It will extract the folder. Open the folder.
b. Double-click your Hard Drive.
c. Double-click Applications.
d. Double-click Utilities.
e. Double-click Terminal.
f. Type sudo python
Note: There is a space following “python”. Do not press Return.
g. Drag LicenseRecover.py from the LicenseRecovery111 folder onto the Terminal Window and press Return.
It should look like this:
h. Enter your administrator user name and password when prompted and click OK.
(Note: the cursor will not move and you will not see stars or dots, just enter your password anyway.
i. Let the script run, it will tell you when it is finished. Quit terminal and restart Photoshop

Yes. The upgrade broke your CS4 install. You have to reinstall.
Easiest way to fix this is to download the installer Download CS4 products and have your serial number at the ready.
Then you will need to download and install the updates for Photoshop, Camera Raw, and Bridge here: Product updates
There is a Terminal fix, but you have to be familiar with Terminal and running the python license Repair script. You will need the bash shell on your user account. If that makes sense to you, we can try that.

Did you unzip the entire contents of the download zip file onto your hard drive before running the installer? You need to do that.
I have installed it myself and it went in just fine.

I have just been to London and I have not asked for an UK account but how do I get back to my French account ? I have tried to download a new app from Apple France but it did'nt wotk. The VPN is My Private Network and we use it to link to BBC iPlayer when abroad. It will actually connect to the VPN site and shows a UK IP address, but then when we try to load an iPlayer programme we get the message from the BBC that we are not in the country and, therefore, cannot access the site. Any suggestions?

Photoshop does not use any external java it has it own "ScriptingSupport" plug-in, Some thitd Party plug-in and perhaps Adobe installer may use an external Java. I don't use a Mac, The latest Java I have on Windows is version 8 there are security issues in prior versions.
