I have reset my iPod because it had been locked out and I couldn't get back in, but it will only reset once it connects to a WiFi source. I cannot get onto my iPod to connect it to a WiFi source. How am I meant to reset/erase it?

Just what do you mean by " but it will only reset once it connects to a WiFi source."?
If it it says turn off FIndMyiPhone then:
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.
iOS: Wrong passcode results in red disabled screen                         
If recovery mode does not work try DFU mode.
