I have a 4S and upgraded to iOS 6 last week without any issues.
Have you tried resetting your phone (hold the power and home buttons down together until the silver apple appears)?

I have means to an attorney pro bono. If you are having problems using your iphone 4 or 4s with wifi and ios6...I suggest you spend time calling a senior advisor and get a new phone sent to you. They know they messed up but they can't fix it. -

AfghanproPlace the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

I have updated my iphone 5 with IOS7. Now there is an update 7.0.2 on my cell and the size of update file is showing around 21.0 MB. I tried to update it ITunes but it seems it is downloading the entire IOS. Is there any separate update for the same or I have to download the entire IOS again?
Well when you download the update with iTunes it will always download the whole new version (in your case 7.0.2) even if its just an bug fix. If you already have 7.0 download the update over-the-air.
You already wrote that the update is only 21 MB, so its not the whole firmware package of 7.0.2 you get with iTunes. -

I can't imagine being foolish enough to update the iOS on their iDevice without making a backup of their data. Once the phone is back to factory settings, restore it from the backup you made right before you updated. -
I just updated my iPhone 4 to iOS6 and now my calendar, contacts, notes, etc. are gone. Is there any way to get that information back? I thought those things were automatically backed up in the first step of the update process.
The only restore I can find is from 2010.

Since you say that you cannot do anything with the iPad at this point you may need to use DFU to restore it. Follow the above instructions about disabling any-virus software and the firewall, then follow these instructions.
Placing an iPhone into Device Firmware Upgrade (DFU) mode
DFU mode is not the same as restore mode. DFU mode bypasses the current OS installed. If you are getting errors trying to restore in iTunes, DFU mode is very likely for you.
1. Open iTunes and connect the iPad to your Mac/PC.
2. Press and hold the Home button and the Sleep/Wake button at the same time.
3. After exactly 10 seconds release the Sleep/Wake button. Continue holding the home button until you iTunes pops up a message telling you that it has detected an iPad in recovery mode.
4. Click OK and Restore your phone. -

I updated to iOS 7 with no issues. Last night I went to update to iOS 7.0.3 and now my iPad wants me to connect it to iTunes. I tried holding down both buttons to restart and get the same message.

I followed the thread and used the link provided to download iTunes version 10.6.3 (again). The same error message keeps coming up, telling me that I do not have it installed. I tried restarting the computer following the install, but it still won´t acknowledge that 10.6.3 is installed. Any other solutions?

It shouldn't be a problem. Restore, and then resynch everything back. You will have backed up photos and such.

And there lies his problem.
As I said, call AppleCare and they will let him know which carrier it is locked with. Then he needs to contact that carrier and see what their unlocking process is and if he qualifies. If he doesn't he needs to return the iPhone and get his money back. -
