Welcome to the Apple Community.
Click on your account name in the top right corner of the iTunes store in the iTunes application on your computer, enter your password and click the "view account" button. Navigate to the Apple ID summary where you have the option to "change country or region".
In order to change your location, you will need a credit card registered to an address in the location you are trying to change to.
You cannot change your location if you have credit on your account, if you are unable to spend your credit and leave a balance of zero, contact Apple, which you can do through iTunes Store Support.

Launch lightroom.
Click on help.
Click on Check for update.

My husband used Bootcamp to give his entire hard drive to Windows, but would now like Mac OS back.

So, I figured I would be able to handle it by restoring his Macbook to factory defaults like I had done with mine in the past. Wrong. There were two options, as far as a location to install. Something or other "reserved" and where Windows was installed. I tried to install over top of Windows, it did it's thing - prompted me to restart. I restarted and now it is only giving me the option to re-install on "Reserved" - but there isn't enough space to install there. I realize I probably, completely, went about this the wrong way. It's been a terrible day do far. Help. Please.

Restore to factory settings:
Start from the install disc, select the language, click on "Utilities" and open the Disc Utility.
Mark your hard drive, and on the right side choose "Partition". Make following setup:
1.) Volume Scheme: 1 Partition
2.) Name: Macintosh HD
3.) Format: Mac OS Extended (Journaled)
4.) Size is maximum
5.) Options -> GUID Partition Table
6.) click apply
That will erase ALL THE DATA from the disc ( MAKE BACKUP from important files! )
After that, close the Disk Utility and start the installer. After about 30 - 60 min the system should be installed.
Restart the Mac, go through the setup assistant, and after your completed, insert application disc and install iLife on your Mac by opening "Install Bundled Software ".

Settings>General>Passcode Lock. Tap the arrow to the right on that line. Enter your Passcode. In the next window select Turn Passcode Off. Enter your passcode again to confirm.

You must first make the purchase, then you will receive the serial number you are asking about. YOu do not acquire the serial number thru the software. You acquire it thru the purchase, possibly via a follow-up confirmation email.

Yes, a single serial number can be used to install on two computers and one can be a PC and one a Mac. The download will be a different installer for each platform but the serial number should activate both.

when you open the app store scroll down to the bottom it will display the apple id currently in use, change it to your normal apple id email

This has happened to my twice now. I have bought songs on itunes, then at some point deleted the song from my itunes library and told it to hide it in the cloud or whatever. I only do this so that the songs that are not in my itunes library do not show as being in my itunes library.
Then, at some point I will decide that I want that song again. So, I go into itunes store and search for it in purchased, and it does not find it. So I then search for it in itunes store again, and it shows it there with the 99p next to it. So, I click on it to buy it, and it shows the message 'You have already purchased this item, would you like to buy it again?'. At first, I clicked no, and was back to square 1, without a song and it still showing the 99p next to it. So I did a search on google and found an article that said as far as I understand to just click buy and it would offer for me to re-download it for free.

Like I said, it has happened to me twice now, where I remeber buying a song, then hiding it in the cloud, and having to buy the song again. What can I do to stop this?? Is it a bug that I have to buy it again??

Just out of curiosity, why did you elect to use a different id?. That seems to always make things difficult. If you have not had the pad for long, or have not bought a lot of stuff Nader the new id, you might want to think about erasing all content, turn off find my phone, wiping the pad and starting over.
You can sync 2 different ids ( at least move pictures, books and music back and forth) if you are syncing through I tunes on your computer, but I don't think you can cross feed I cloud streams.
