Straight from Apple:
Error 3194: Resolve error 3194 by updating to the latest version of iTunes. "This device is not eligible for the requested build" in the updater logs confirms this is the root of the issue. For more Error 3194 steps see: This device is not eligible for the requested build above.

If you are currently running an iOS lower than 5.0, connect to your computer & click on the "Update your device using iTunes".
Tip - You may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. After you update to iOS 6, the next update can be installed via wifi (i.e., not connected to your computer).

It sounds like you are are connected to your cellular network but cannot get cellular data to work when trying to surf the internet with Safari. First I would check in the Settings to see if Cellular data is enabled, or if Safari is disabled in the Cellular settings:
For the following options, go to Settings > Cellular Data and turn the options on or off, or follow the onscreen instructions.
Turn Cellular Data on or off. If Cellular Data is off, all data services will use only Wi-Fi—including email, web browsing, push notifications, and other services. If Cellular Data is on, carrier charges may be incurred. For example, using certain features and services that transfer data, such as Messages, could result in charges to your data plan.

If it is the third party apps crashing - try downloading another app - any free app is fine. See if that resets the other apps.

I've tried to update my ipad softward to the new IOS 5 software but keep getting internet connection errors.
Initially, I thought it was related to my internet connection but I've tried with full connection and still getting the same error.

The support document that you linked to the forum from is the only one on that error. Did you attempt to downgrade iOS, install a custom ISPW, or anything like that?

I updated by iPad 2 to os 7 when the screen went black. I hit the power and home buttons and got an outline of a charger cord to a blue circle with iTunes under it.

I have then used the download at the itunes "restore screen" and pointed (shift-restore button) to the download....and it makes it through ~3/4ths, then gives the error message.
Any suggestions?

I plugged in my ipod and tried to update it. I left it for an hour and half and came back. It was at the setup section on my ipod, I go through to get it set up but when it tries to activate it gives me a message saying that my ipod is unable to activate because the activation server cannot be reached, try connecting to itunes, or try again in a couple of minutes. It is connect via USB to my Macbook but still will not activate. help.
Apple activation servers seem to be very busy, you'll have to wait and try again to activate your device.
