You will need to put the credit card information in to establish the account.  A $1.00 charge will be made to make sure the account is valid, and the $1.00 will be returned.  You can then change your payment method to "NONE", and choose "DONE" to remove the card.
There is only one way to create an AppleID without a credit card, and you have to follow the steps exactly in HT2534.  You can't use the steps for an AppleID that has already been created.
