App store for osx and ios and itunes have from day one required a valid credit card connected to the appleid
this has allways been the case this forum is user helping user so you are not addressing applr just fellow users
who free out of the goodnes of their hearts help fellow users with issues
and WRITiNG IN ALL CAPITOL LETTERS is seen as shouting on the internet which is seen as rude so if you wish to yell at apple

I'm living in Germany and I've got a German credit card connected to the stores (iTunes and MacApp) but I'd like to change the language to either English or Swedish. This way I beleive that I would be able to rent movies in another language than German on my Apple TV 2.
Is this possible somehow?
(When I change the language I need to have a credit card registred in the contry of that language)

I wanted to test the free site with a dummy site first but I since I can't delete the dummy site now to start afresh, I have no choice but to go elsewhere.

It sounds like you are trying to download a free app, and when prompted to enter a credit card it is declined. I would use this article to go into iTunes and change your payment method to None:
Change or remove your payment information from your iTunes Store account (Apple ID)

Close messages on the iPad, then open it again and see if the message shows as delivered. Since you didn't say which iOS you are running (which really is helpful if you need help) here are instructions for closing apps in iOS 5, 6 and 7.
iOS 5 or 6 - Tap the home button once. Then tap the home button twice and the recents tray will appear at the bottom of the screen. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button twice.
iOS 7 - To close an app, drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.

When I fill it out it says I'm decline and try a different card. Why it do that when the app is free. When first started iTunes I had no problem downloading apps. You can't use your account's balance for gifting, you can only use a credit card - your balance can only be used to buy content for yourself. Until you pay what you owe iTunes then you won't be able to download any items from the store on that account.
If you haven't got a valid credit card then you can try contacting iTunes support and see if they can cancel the gift or take what you owe them from your balance: http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

I do NOT like using my credit card if I don't have to, and I went out of my way to go buy an Apple gift card, which I successfully redeemed into my Apple account. However, when I use the Apple "Cards" app, it will not let me use anything other than my credit card. I tried purchasing a card, hopefulling it would come out of my Apple store balance, but no such luck -- it came out of my credit card.
Apple is becoming more like Microsoft every day.

Go into your Applications folder
Find the app named Install Mac OS X Lion.app
Move that app to the trash
relaunch The App Store
go to your Purchased list
Click on install next to Lion
It will re-download the installer
