I would like to synch my iPhone with iTunes so that some of the music is SYNCHED to the device (i.e. certain playlists). Currently, it seems like the phone will only allow me to play music via MATCH/Cloud (wifi or cellular network)

We recently got a new iMac.
Synching has been a bit of a challenge. We also recently upgraded to include CLOUD / Match service.
Now, when I synch my iPHone to iTunes, the music section does not allow me to download certain songs / artists / albums / playlists DIRECTLY to my iPHone. I would prefer to have the music resident on the phone vs relying on wifi or my cellular coverage.

Right. That's you signed up for iTunes Match.

You can do either or both.
Download the songs to the iPhone when on wifi (to avoid using all your cell data)  adn they will be resident ont he phone.
Or simply stream them when you want and not download them.
You can create playlists in iTunes on your computer. These will get transferred to the iPhone via iTunes Match.
Then select these playlists on the iPhone to download them to the iPhone.
