To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

ICloud has an old email address as user ID, I can reset the PW but not the UID. My Apple ID is under the new email address and is fine. How do I change my iCloud User ID (email address)

My i Could ID has an old email address as the user name, my Apple ID has been updated to my new email address as the user ID.
i CLoud shows how to change the PW but not the UID. MY MAC Mini shows everyday that there is a problem, but yet the cloud seems to play my music fine.

It sounds like you have updated your Apple ID email address and need to update it on your iPhone. You can change your signed in Apple ID in Settings > iTunes and App stores, Settings > iCloud, and a couple other places. This article has a list of what may need to be changed:

go into keychain and delete the old email address from your keychain (for iphoto). you may want to back up the information if you still want keychain to have a copy of it. so note the password and email or sign in via the web.

You cannot, all content is tied to the Apple ID used to obtain them.
Content from one Apple ID cannot be merged or transferred to another Apple ID.
You need to recover your Apple ID for updates.

When I set up the icloud I was using my then email address. My email address has now changed.
I tried to access under the old email address to change it to a new email address but I couldn't remember the security questions and as I can't access the old email address, I can't change it.
