IE 11 on Win 8.1 Pro (x64) - Expand AllCollapse All Does Not Work

Thanks for the prompt response. This comes as an email attachment which worked properly until I upgraded from win 8 to 8.1. I had disabled the add-ons without any change in behavior.
I saved the attachment to my desktop, no difference. However, I copied the file to a box running an different IE version and it worked correctly which says the file is not the problem.
