IPad says it is out of space, but it shouldn't be

I have added up the used storage space in the list reported on in Settings > General > Usage and it is 8.21 GB, but the iPad tells me it is using all 13.5 GB of space. This has happened three times now in two weeks. Each time I restore iOS 7 (without restoring from a backup). Then after a couple days it mysterious fills up.
Most recently it showed being filled up after syncing with iTunes. Kicker: I did not sync ANY apps, music, tv shows, podcasts, iTunes U, Books, or photos.
Other details of note:
- photostream is turned off
- all cloud syncing stuff (e.g., Dropbox) is including in my 8.21GB calculation
- iPad 2, iOS 7.3
- Mac OSX 10.9
- I've reinstalled iTunes
- This does not happen when I sync my iPhone (though it has happened to my iPhone once in the past; a restore fixed it).
Tips? Suggestions? Education?

To check how much of your iPad is being used:
Settings
General
Usage......  at the top of this column, in black
STORAGE
## GB available                                                                     ###GB used
I guess you have a 16 GB iPad.
If it is set to auto sync with server (computer) turn that off.
When you say you did a "restore", do you mean a factory restore?  In which case, how did you set it up again?  With you information?  which means it added all your stuff back.
Go through your list of Apps and delete things you don't use.  Delete App data you don't need.
Maps/navigation/google earth and video use the most space.

    You might have to do some experimenting from iTunes on your computer.
    Several months back, I had a phantom 5G of video.  I unchecked ALL video files and synced the iPad and the 5G was still there.  I was able to delete the 5G and bring it back by repeatedly unchecking and checking the "Sync Movies" box.
    A "Restore" solved my problem.  Be forewarned that it's not quick:
    Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."

    If you are getting the blank app update screen, many, many people are having this problem over the last couple of days. It is a problem that Apple must fix now.
    According to Fly150 in another discussion, this will work.
    If you want to update the Apps while waiting for Apple to fix Updates:
    1. Go to App Store
    2. Select Purchased
    3. Select All
    4. Scroll down to find the Apps showing update
    5. Select update on the Apps
    This should update the Apps and get rid of the update count in App Store. Apple needs to fix this. It is a workaround only until then.

    It's probably telling you that you need 1.5 more GB than you have available. Hook up your device to iTunes on the computer you sync with and do the update from there. OTA updates require a lot more memory than ones done via iTunes.

    That only helps if you have a computer and sync.  The OP said he does not have a computer.

I deleted some of them -this time from the ipad itself- but the size of the camera roll remains the same. should i have not remeoved them using the computer for the camera roll.

    Tap Settings / General / Reset / Reset Network Settings.
    Restart your IPad. Press and hold the On/Off Sleep/Wake button until the red slider appears. Slide your finger across the slider to turn off iPhone. To turn iPhone back on, press and hold the On/Off Sleep/Wake button until the Apple logo appears.

    Connect the iPod to your computer and look at the storage used by the various categories as shown in the colored bargarph in iTunes.
    Come back with the results.

    An "other" larger than abount 1 1/2 GB usually indicates that the "other" includes corrupted files.
    First try:

    It sounds like you or your iPad has some history in Newfoundland.  What might that be?
    This hypothetical scenario would be the unusual one, which does not sound like yours at all:
    "I just opened the iPad box and set up my new iPad.  I entered my Apple ID and password.  I have lived in Nova Scotia my whole life.  The only times I visited Newfoundland were twice, and they were over ten years ago.  Why does my iPad say I'm in Newfoundland?"
    Again, this sounds nothing like your situtation.  So what is it about you or your iPad's background that might associate it (or you) with Newfoundland?
    The answer might be personal, and not worthy of publishing here.  But hopefully it will put you on the right track to solving the issue.

    You need to free up more storage space. To download and install an app it take between two and three times the file download size. You need between 3.2 and 4.8 free.

    This image shows what's wrong. iTunes says that I need 1.74 GB more to sync, but the display at the bottom clearly shows that this isn't the case; it's the breakdown of storage on my iPod after a sync. What can I do?

    It means you try to sync an amount of content to your iPod Mini that exceeds for 4 GB, or the amount of space that is available on the iPod.  See this article for more details.

    You need to make a different iCloud ID for your old iPad.

  • I downloaded it, but it won't even load/ open/ install on my phone (Acer Liquid E). It says I am "Out of Space"... but I'm not.

    According to the requirements listed, I need 17MB of space. I have more than enough on both the SD card and the phone.
    I don't see this problem listed elsewhere, so I thought I'd ask if anyone knows why this might happen.

    Sorry, I'm not sure why this happened or how to fix it (aside from doing a "factory reset" of your whole phone).
