Iphoto does not publish journals to iCloud,

Question

it keeps open but nothing happens, on the iPhone and iPad.
any help would be apreciated,

Similar on iPhone 4S. I noted that there is actually a suspicious log even before the one above, when the iPhoto app starts (and shows its "Upgrading library-message"):
