Is it possible to have the Find My iPhone function on a PC. I have this app running well on all my OS devices. Just wondering if I can locate my OS devices from an "app" on my PC.

I do not believe there's an app for that on PC. I do recommend getting the iCloud dashboard for PC and to try it there. I would myself if my PC was working.

Well, in my opionion, you've moved things around so much, it would be better to just clear your current iTunes library and rebuild it.
IMPORTANT - I am talking about clearing the iTunes library file, not deleting song files from your hard drive.
I personally never use WAV files, because I like the tags that come with MP3. I'm a pleasure listener - I don't need WAV files for professional reasons.
When I first got iTunes, yeah, I took the default settings and ripped all my CDs in AAC format (they have .m4a file extensions). I regret this, in one way, because they won't work in other Windows applications & other portable devices. But, they sound great on my iPod and don't take up so much drive space as other formats.
edit: I've no idea what you're talking about with the GraceNotes vinyl lookup. AFAIK, you're going to have to re-rip the CDs in a non-WAV format to get the ID3 tags. But you can google to find more info on that.

Without the Find My iPhone function enabled on your device, the only possible way would be to:
1. Report the theft to local law enforcement. Provide them with the serial number/IMEI or MEID number.
2. Try to manually locate the device by calling it, and hope that someone answers, and that they are an honest person.
That's about it. With all due respect, if this is the THIRD time it has happened to you, then why in the world did you NOT activate Find My iPhone??

The fins my iPhone app has nothing to do with finding the iPhone on which you install it. It allows you to find your other advices from that iPhone.
In order to be able to track your iPhone you simply need to turn on the find my iPhone feature in settings. You need no app at all. There is nothing to install.

If you didn't enable the Find My iPhone function, then you can't track the iPhone. But it sounds like you did have it turned on, if you're seeing that it's listed in the Find My iPhone app or on icloud.com. But are you sure it's the same device? If you had a previous iPhone, and the name of both iPhones was the same, it would make it difficult to know which phone was which, even if they both were listed.
In any event, an offline device is not trackable. It could be offline because A) it has no power or B) it is not connected to the internet via cellular data or wi-fi.
Until it comes back online (and it may never), then it cannot be remotely tracked.

Before IOS 7, I created an account on my wife and childrens iPhones, iPads and iPod devices with my iCloud account, only having the Find My iPhone function turned on. It worked great. Now, with IOS 7, it is not working and I don't have the option to have the Find My iPhone function on my iCloud account on their devices. Does anyone know how to make this work? They only need their main iCloud account to have Find My iPhone on. If your account is not their main account it won't work. Only one account can enable that function on a device. They don't need to have the app on their devices unless you want them to find you.
If you can see the devices when you log into their accounts on your Find My iPhone app they are being recognized by the app. But as Winston said if they're not turned on, if they are not on a network, cell or wifi, then they will read as offline. This often happens when I look for my wife's phone when she is at work, her wifi system there does not keep the connection active when the device goes to sleep and in some areas of the building there is poor to no cell connection. And sometimes the service just doesn't pick them up for no obvious reason.
iOS 7 has several annoying glitches right now that hopefully will be resolved soon and this could be one for you. I would try this again by having all the devices in one location , restart all of them, make certain the function is enabled on all of them and that wifi is connected ( if you have a wifi network available ) or that they are connected to a cell network with a strong signal. Then launch the app on your phone and log in with their accounts, their locations should show up.

It doesn't matter whick account you use to download the app.
You have to sign into the app (or iCloud.com from a web browser on your computer) with his Apple ID & password.
Find My iPhone will only work if it was enabled in the iCloud settings on the device and it was powered on with a connection to the internet

Thru the find my iphone app you can delete the hard drive of any device to keep a theif from getting your personal information. Your device should have it's screenlock enabled so that this can't happen, but if you haven't set a screenlock, then yes someone could do this.

It should work fine for iPhone/iPad because we can enable "Restrictions" to prevent the user from signing out of iCloud. Do we have simialr settings for the macbook?

If it's not on the device list, it indicates that someone has gone to Find My iPhone on icloud.com and manually deleted it from the device list (as explained here: http://help.apple.com/icloud/#mmfc0eeddd), and it has not gone back online since (which would cause it to reappear on the device list; Find My iPhone has been turned of in settings on the device; the iClolud account has been deleted from the device; or the entire devices has been erased and restored.
Unfortunately, there's no other way to track the phone other than through Find My iPhone. You could call your carrier and see if they would blackliste it so at least the theif couldn't use it.
