Pricing hasnt been announced as far as I know, but the Apple Store said unlocked iPhones will be available in November. Seeing as its the 30th of October, maybe check back within the next week or two?
Cost will probably be somewhere between $550-900 US depending on model/storage space.

The only one who can unlock an iPhone is the carrier that is holding the contract on the phone.

AFAIK, no officially unlocked iPhones are available in any Apple stores in the US. You can call & ask, but I suspect you'll find they are only available through Apple's online store(requires a verified billing/shipping address in the US).

hi, i pay new iphone 5 from apple store Paris and they have tolld me my iphone unlucked but now i cant reactivate
IMEI013417000881376Mate, I'm trying to find out if it was shipped like that or not. If someone else has had the same issue then I can go back to Apple and have them look into it further. If not then as I said Vodafone is selling second hand phones and they will have to replace the phone.
Vodafone account manager is saying that he has never heard of anything like it.
So I'm left with one of 3 answers.
1: The phone was shipped like that so its a factory error.
2: The Apple genius doesn’t know what he's talking about then I can go back to the store and ask for a second opinion.
3: Vodafone is selling second hand phones as new.

ThanksWithout contract is not the same as unlocked. The update to iOS 7 relocked
the iPhone to the wireless carrier to which it was originally locked. You must
contact that wireless carrier to see if they offer unlocking and if you qualify.
If you used jailbreak or other hack to unlock the iPhone initially, the method
used may prevent a legitimate unlock from succeeding and may render your
iPhone unuseable. -

Legality aside (I'm not a lawyer and have no opinion on the matter) in order to make a purchase of an iPhone 5 you would need to travel to a country where they are for sale and purchase it there. Be sure to get one that is officially unlocked or you would not be able to use it with your cell carrier. Be sure that your carrier supports use of the iPhone before you buy. Also note that the warranty of the iPhone is only valid in the country of purchase.
Appe does not ship outside of the countries where it sells the phones. -

i have iPhone 4 factory unlocked, then i travelled to germany and my iphone had some problems so i went to the nearest Apple Store in Germany (Oberhausen)
and the Genius Bar told me that my iPhone can't be repaired and out of warranty so they told me that i can pay 150 euro to replace my iPhone.
So i payed and asked them SPECIFICALLY that whether it's FACTORY UNLOCKED like my old one and they said YES

I guess you mean unlock the device. To lock it would mean to be possible to se it only with one carrier.
So no, unlocking the device must be done by the original carrier, you should contact them to do that. -
