Itunes will not install on 2nd user's account

My daughter has had an ipod for a few years and she just always used the HP administrator on our computer. We had not set up individual user acocunts for everyone in our family. When my son got his ipod for Christmas this year, I began searching for a way to get his itunes set up on the same computer. I found the "How to use multiple ipods on one computer" and created him a user account on our computer and left it with admin rights for now while trying to work this out. When I set his user account up, the itunes shortcut was there so I clicked on it. It started to install (?) itunes, but it locks up after going through a few of the processes. It has been stuck on "please wait while windows configures itunes" with a time remaining of 4 seconds for over 4 hours. I have tried restarting our computer, I have tried turning it all the way off, and keep getting no further than that. I have spent hours looking through topics and answers and have not really found an answer to what I am dealing with (even though I am sure it is there somewhere). Any help would be greatly appreciated. We are using Itunes 8.0.

Doublechecking ... by any chance did you migrate a 32-bit version of the iTunes, Apple Mobile Device Support and Bonjour programs to the 64-bit machine from a 32-bit machine using the PC Mover utility?
(Your symptoms are consistent with that ... the installer service throws the message when trying to uninstall the 32-bit itunes and related 32-bit componentry prior to installing the new 64-bit versions.)

    iTunes will not install on a 64 bit PC running Windows 7 with all updates.
    Most answers send you to a "cleaner" of somekind that check for errors in you PC and then wants to charge you to clean it.  My PC is CLEAN.
    Something is keeping iTunes from installing and running.  Tried 64 bit, 32 bit and all help desks.

    That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.
    XP instructions in the following document: How to perform disk error checking in Windows XP
    Vista instructions in the following document: Check your hard disk for errors
    Windows 7 instructions in the following document: How to use CHKDSK (Check Disk)
    Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
    Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards?

    Remove all of these items in the following order:
    iTunes
    Apple Software Update

    Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.

    Should you get the error iTunes.exe - Entry Point Not Found after the above reinstall then copy QTMovieWin.dll from:

    and paste into:
    C:\Program Files (x86)\iTunes
    The above paths would be for a 64-bit machine. Hopefully the same fix with the " (x86)" omitted would work on 32-bit systems with the same error.

    Try the following steps:
    1. Go to Microsoft website to fix install and Unistall problems. Click "Run now" from Fix it to remove all iTunes & related installer files:

    Apple Application Support (iTunes 9 or later)
    Follow the instructions from Apple article listed here: http://support.apple.com/kb/HT1923 to remove all components
    3. Reboot your computer. Next, download iTunes from here:http://www.apple.com/itunes/download/ and install from scratch
