Reformatting your drive won't affect your credit, whenever you log back into your iTunes account your credit will be available to use.

My account's balance shows at the top left of the store's page on my computer's iTunes, and by logging in to view my account via the Store > View Account menu option. iTunes (including iTunes Genius, iTunes Home Sharing, iTunes Match, iTunes Store, and iTunes U)

If you're still signed in with your previous Apple ID, tap your previous Apple ID and tap Sign Out. Then enter your current Apple ID to sign in.

I purchased a macbook pro but couldnt download apps. Facts:
1. I already have an apple ID with my Ipad, which has my old (prepaid) credit card number and security code as payment information
2. I lost my credit card including all info: card number, expiry, security card. I also didnt store it anywhere else and the CC company doesnt have my security code either because it's a prepaid/loadable card (not a real credit card).
3. I purchased a Macbook Pro and tried putting in new payment info. It didnt push through as it was asking me to key in my lost security code number
4. I opened my ipad and it was asking for the same thing bec my apple ID was accessed elsewhere with the attempt to change my payment info.
5. I couldt download and purchase apps because of this, i havent downloaded pertinent software for my new computer.
Could you please help me resolve this problem?

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on your iPad then you could try tapping on your id in Settings > Store and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

An itunes account is just a user name and password. You can use your account from any computer/device with itunes.
Do you mean your library ( music/apps/content)?
It has always been very basic to always maintain a backup copy of your comptuer. Use your backup copy to put everything back.
If for some reason you have failed to bakcup ( not good), then you can transfer itunes purchases from an ipod/ipad/iphone: File>Transfer Purchases or you can redownload some purchases in some countries:

If you are talking about using an iTunes Gift Card, if using an iOS iDevice, go into the iTunes Application,
scroll down until you see a button saying Redeem iTunes Gift Card, turn your Gift card over and remove the redeem code covering, a redeem code number appears. Tap the Redeem button in iTunes on your iDevice, iTiunes will ask you to log in your Apple ID and password. it will ask you to type in that code number manually. Type in the code number and hit the Enter key on your iDevice's keyboard and the Gift Card amount will be added to your Apple ID account.

Since you have purchased a new Mac (which, BTW, is not typed in all capitals) why not buy a Time Capsule <http://www.apple.com/airport-time-capsule/> which is designed specifically to work with OS X and Time Machine?
You don't say what part of your Sony "crashed." If it was not the HDD it is possible to take the computer apart, put the HDD in an external case, then recover the data off of it (including the music) simply drag-n-drop. If it was the HDD that "crashed" that makes it more difficult.
If you are able to recover the music from the Sony you can then add it to the iTunes library on the Mac and iTunes Match will then scan, match and upload the tracks to be mirrored in the cloud.

Unfortunely, all movies and songs purchased in iTunes will be lost...you'll have to purchase them again! Any applications you've purchased, you can download again for free.
