Lost my iphone ,can I lock it or find it back ?

My Iphone 4s was stolen ,can I find it back or just lock it forever ?  I tried 'find my iphone' software ,but the stealer turned it off ,I can't locat it. Please let me know how to lock it ? Because there're some very important files in my iphone. Thanks

If the thief has turned your phone off, there is no way to locate it or remotely lock it. Report the loss to your carrier & police. Change every password for anything you ever used a password for on your phone: email, iTunes, etc.

    If the device is found, nobody can use it without knowing your Apple ID and password.
    The phone will only show it's location if it is connected to cellular network or Wi-Fi. If those options are switched off, you can't locate the phone.
    With iOS 7, Find My iPhone includes a new feature called Activation Lock, which is designed to prevent anyone else from using your iPhone, iPad, or iPod touch if you ever lose it. It starts working the moment you turn on Find My iPhone in iOS 7. With Activation Lock, your Apple ID and password will be required before anyone can:

    If you had "Find My iPhone" enabled in Settings > iCloud then you may be able to locate it. If not, you cannot locate it.
    If it was enabled then you can try locating it via http://icloud.com on a computer or the App "Find My iPhone" on another iDevice. You can also tell your iPhone to "Play Sound", enter "Lost Mode", or "Erase".
    Note: this will only work if your device is connected to a network and the device hasn't already been restored as new and/or "Find My iPhone" has not been disabled on it. Note: Disabling "Find My iPhone" is much more difficult in iOS 7.
    If you think that your device was stolen rather than lost then you should report it to the police. In either case you should contact your carrier, change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    The only way to locate/disable/erase any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
    If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
    If locked with a passcode, all a thief or whoever finds it has to do is force the phone into recovery mode & restore it. While this deletes all data on the phone, it also removes the passcode so the phone can then be used as a phone or touch.
    There is NO WAY to report any lost/stolen product to Apple.

    Contacts should already be at iCloud.com if you have already set up iCloud sync services. Photos in Photostream can be viewed on a computer using the same iCloud account, but not at iCloud.com.
    If you haven't already set up iCloud on your phone you won't be able to do so now you have lost it.

    Unless you had enabled Find My iPhone on it before it was lost then there isn't any way to locate it (it can only be turned on directly on the phone, it can't be done remotely). If you did enable it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPhone disabled on it.

    If you backed up your phone to your computer using iTunes, go to iTunes>Preferences>Devices and hover your mouse over the name of your backup on the Backups list.  If would also be on your box if you still have it.

    I just want to repeat what was said up thre thread: make sure you report this phone as lost or stolen to your carrier; this will prevent anyone from wiping it out and registering it as their own phone with service.
    With ios 7 and beyond ,it's not possible to wipe it out and have it set up as a new phone number unless you know the iCLoud ID and password. THat's great, but for iOS 6 you should report it stolen or lost so that it's worthless if someone stole it or found it.
    Your IMEI number is on the box or with the carrier you bought it from. IT won't help you find your phone but you can list it as   lost or stolen.

    If you go to icloud.com and log in with your apple ID, there is an option or icon to find my iphone.
    It will pin point it for you. Even allow you to lock it, send a message to it, and wipe it clean.

    Some wireless carriers could track your phone. But other than that, only other way is find my iphone. I know at&t can track, but i believe you have to subscribe to something. Think its called Family Track

    The backup of your lost phone will contain camera roll photos (and videos).  Restoring this backup to a replacement iPhone (or iPod Touch) will recover them.  If your backup is in iCloud, be sure to not wait to long to restore it as Apple will delete iCloud backups after 180 days of inactivity.
