Macromedia DW version

Question

I'm using an older Macromedia Studio 8 DW version. I don't
really understand what DW actually does as it is not very
functional in terms of layout and design. I've been hand coding
HTML and CSS manually and using DW as a very expensive file
management and FTP tool.
Does the latest DW CS4 version allow you to actually to do
layout and design work? Or do you still have to manually create and
import HTML and CSS into DW CS4?
If so, can anyone recommend a good layout and design program?

It's not promoted as one. There is no such thing as WYSIWYG
on the web.

Apply yourself. It's an amazingly good tool used only in Code
view. What
sorts of things have put you off? And which version are you
using?
