I would like to keep new iPad with the same account and to transfer only games to new iPad. In that case I would like to be responsible for buying new apps for both iPads. Also, I would like to know could I backup two iPads to the same computer and same iTunes library?

As you said, Family Sharing would need iOS 8 on both iPads. You can go to the App Store and click on each app in your purchases, to check that each of your necessary apps are compatible with iOS 8, but the vast majority will be so that should not be too much of a concern. The easiest way for you to carry out this entire operation is through Family Sharing, once both iPads are on iOS 8, all you would have to do is go into the App Store from the new iPad and click "purchases" which will now show your name as a family member and allow access to all your previously purchased apps that allow family sharing, including the games. Again, in App Store you can check that each of the game apps allow Family Sharing, by touching on the icon of the app and scrolling to the details area it will say "Family Sharing: Yes/No". It will be free to download any previous purchases to the new iPad. To answer your other question, yes you can back up two iPads to the same iTunes Library, they have different serial numbers and are recognized as separate devices, for ease of use it is recommended to uncheck automatic syncing on the new device for music, photos, and more. You will need to try changing the email address on the first account and see if you can then re-use it on a new account - you can try changing the email address via http://appleid.apple.com or by logging into it via the Store > View Account menu option on a computer's iTunes (if you don't have a spare email account then you can create one via http://gmail.com or http://hotmail.com)

Your old ID connects to an icloud account containing all your data (email, contacts, etc.) If you then use a different ID, you will connect to a different account, which results in losing all your "apple" data, like emails, contacts, calendars, etc.
However, Apple IDs are also used to connect to an itunes store account, with is different. You can keep using the old itunes store ID to keep all your purchases (but if you change to a different ID, you will lose all purchased items) and use the new ID for icloud (but losing emails, contacts, etc. from the old account).

You have to remember either the BlackBerryID password, or the secret question answer. Without either, you're stuck.
Your choices are:
--Use another email account to create an entirely new BlackBerryID (with which you will lose access to any purchased apps using the "forgotten" first BlackBerryID, or
--Find the initial email you were sent to confirm the initial BlackBerryID, and in it is a link to click to cancel and delete the account. Click on that, delete the account and then you can use that same email to create an entirely new account.

That doesn't help me. For itunes it brings me to the express lane which doesn't help because my case is not in it. It's all standard procedure things. I understand those but my situation is different. The combination of a passport forgotten and an non-existing email adress (and birth dates that are not correct or not accepted). What I need is my password emailed to another email adress than the original one because that no longer exists.

You probably mean that you forgot your digital certificate password and I presume that this is a self-signed certificate that you yourself created, not a certificate that you received from a Certificate Authority (CA). If this is true then you can create a new self-signed digital certificate (Digital ID in Acrobat-speak) the same way you created the first one: In Acrobat XI it is Edit->Preferences->Signatures->Identities&Trusted Certificates->More. Then click on "Add ID" button and follow the prompts. You can create as many self-signed certificates with the same credentials (name, email, etc.) as you wish. You'd have to figure out how to distinguish them, though.

Answer is no.
If you want the iCloud backup you have to have n internet connection, thus WiFi.
The not working WiFi has happened with quite a number of users.
It is not exactly clear what is the cause but there are suggestions to clear it up:
Some people have had success by removing an apostrophe from the iPhone name. If your iPhone is called something like “John’s iPhone” then this might work. Go to Settings > General > About > Name and change it to something with no apostrophe.
Some people have reported success by putting the iPhone into Airplane mode and then going to Settings > General > Reset > Reset Network Settings, but the problem may return.
You could also try going to Settings > Control Center and disable Access on Lock Screen then turn your iPhone off and on again.
Make sure that your router firmware is up to date.
Try backing up your iPhone and then restoring it. Check how to factory reset an iPhone for details.
If nothing is working for you, try contacting Apple or take your iPhone into an Apple Store.

To answer the second question first, the owners of the music (and that is not Apple) decide where their music can be sold. If they decide (for whatever reason) not to sell their music in a particular country, they will not let a music retailer (that is Apple this time) sell it in that country. So the "system" is beyond Apple's control.
As for your first post; (if I understand you correctly), the iTunes Store knows that you are in Russia, so using a credit card registered in Vietnam is simply going to look like you're trying to get round the system.
The credit card is tied to an address, and therefore to a country. Simply using a different country's address is not going to work.
By the way, this is a world-wide situation. It's not a matter of having to use a Russian card, whatever card you use has to be registered at an address in Russia.
Use the support link in the iTunes Store to contact Apple and see if you can straighten out whether you can buy songs, where ever you are and with whichever card you have.
